For many years, nearly 400 households in the commune’s villages of Hop Nhat, Khon Se, Khon Chao and Ban Moi B have had to use rainwater and water from the local irrigation canal system for their daily activities. Due to the lack of clean water, many households have dug and drilled wells to use groundwater. However, because of the location right next to the Na Duong coal mine, digging or drilling wells has not yielded results because the well water is contaminated with coal slag.
Faced with the above reality, at the end of 2023, the People's Committee of Loc Binh district (old) approved and started the San Vien commune domestic water project with the goal of supplying water to households in the above 4 villages. At the above time, the project was invested by the Loc Binh District Construction Investment Project Management Board, with a total investment of 4.3 billion VND. The project design scale includes 9 newly installed water pipelines with a total length of more than 11km; repairing and renovating the water pipeline system invested in the previous phase with a total length of 12.7km; installing water meters for 400 households.
The project is scheduled to be completed by the end of 2024. However, during the construction process, due to the impact of Typhoon YAGI , the 12.7km pipeline system renovation project that had been invested in previously was severely damaged. This required the units to spend a lot of time repairing, fixing and testing many times. By mid-June 2025, the project was officially put into operation.
According to a field survey conducted by reporters in early July 2025 in Khon Se village, currently over 100 households in the village have registered to use water from the new project. Sharing with us, Ms. Pham Thi Hien, Khon Se village, Loi Bac commune, excitedly said: Since the end of June, my family has been using water from the new water supply project in the commune. This makes my family much more secure because the water for daily use is safer, more abundant, and there is no longer any worry about the water source being affected by the weather.
Mrs. To Thi Nang, Ban Moi B village said: My family has 8 members, including 3 children who are primary and secondary school students. Having to use irrigation water for daily activities for many years has made us very worried about health issues. Now, the commune has a clean water supply project for people to use, and my family has also been supported to install water pipes and water meters. My family is very grateful to the Party and State for their attention and support so that we can have more conditions to live and work with peace of mind.
It is known that as soon as the water supply project came into operation, the local government and people established teams to operate and manage the project in 4/4 villages. At the same time, the commune has promoted to the people the economical and efficient use of domestic water as well as raising awareness of protecting and preserving the project items.
Mr. Chu Manh Dung, Vice Chairman of Loi Bac Commune People's Committee, said: The above project is very important to the people in the commune. Therefore, in order for the project to operate stably and effectively, the Commune People's Committee will continue to coordinate with related units to effectively manage and operate it. At the same time, regularly inspect the use of the project to promptly detect problems and promptly repair and fix them so that people can rest assured when using clean water.
With the operation of the domestic water supply project, the desire to use clean water of 400 households in Loi Bac commune in recent years has been realized. Hopefully, in the coming time, the government and people here will continue to raise awareness of protecting and using water resources economically, helping the project to maximize its effectiveness according to the set goals.
