TWO LEVELS OF IDENTIFICATION
According to Kien Giang Provincial Police, an electronic identification account is a collection of usernames, passwords or other forms of authentication created by an electronic identification and authentication management agency. Subjects granted electronic identification accounts are Vietnamese citizens aged 14 or older; foreigners aged 14 or older entering Vietnam; agencies and organizations established or registered to operate in Vietnam.
For Vietnamese citizens under 14 years old or under guardianship, they are registered under the electronic identification account of their parents or guardians. For foreigners under 14 years old or under guardianship, they are registered under the electronic identification account of their parents or guardians.
Electronic identification accounts have 2 levels 1 and 2. When a citizen uses a level 1 electronic identification account, it is valid to prove that person's information as prescribed, including personal identification number, full name, date of birth, gender in activities and transactions that require providing personal information of the electronic identity subject.
For foreigners, the value of proving information of that person includes full name, date of birth, gender, nationality, number, symbol, date, month, year, type of document and place of issue of passport or valid international travel document. At level 1, people can use some basic features such as handling online public services on residence notification, permanent residence registration, temporary residence registration, temporary absence declaration...
The Department of Administrative Management of Social Order of Kien Giang Provincial Police issues citizen identification cards and level 2 electronic identification accounts to citizens.
For citizens, using a level 2 electronic identification account has the same value as using a citizen identification card in transactions requiring the presentation of a citizen identification card. At the same time, it has the value of providing information in citizens' documents that have been synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
Foreigners using level 2 electronic identification accounts have the same value as using passports or international travel documents in transactions requiring the presentation of passports or international travel documents. At the same time, it has the value of providing information in foreign documents synchronized into the electronic identification account for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
For level 2, this account has additional information about the citizen's biometrics (fingerprint). With this account, people can use all the utilities that have integrated documents such as driver's license, vehicle registration, health insurance, and pay many types of electronic bills (electricity, water, money transfer...).
TARGET NEARLY 850,000 ACCOUNTS
Mr. Dang Huu Loc, residing in Thanh Dong A commune, Tan Hiep district (Kien Giang) said that after learning about the benefits of an electronic identification account, he went to the Department of Administrative Management of Social Order of Kien Giang Provincial Police to register for a level 2 electronic identification. "The police officers guided me very enthusiastically, processed the procedures quickly and informed me about the benefits of using online public services," said Mr. Loc.
Mr. Loc said that he always wanted to use the convenience of an electronic identification account to reduce paperwork and procedures, and reduce the hassle of administrative procedures. “It is very convenient, I do not need to carry this or that document when carrying out administrative procedures,” he said.
People use VNeID level 2 application.
To be granted an electronic identification account, citizens must have a chip-embedded ID card. In case they do not have an ID card, when granting a level 2 electronic identification account, the same procedure will be followed as when making a citizen ID card. With a level 1 account, citizens can register at home via the VNeID application.

According to the Steering Committee of the Project 06 Kien Giang provinces to develop applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, from February 25, 2022 to May 12, 2023, the total number of level 1 electronic identification accounts is 29,240 accounts; level 2 is 67,848 accounts. This number only reaches about 11.4% of the target of 849,528 accounts needing identification.
Since March 6, the one-stop department at all levels in Kien Giang province has exploited all 20 citizen information fields to carry out administrative procedures. Kien Giang Provincial Police has issued a document directing the implementation of residence declaration for hotels, motels, inns, medical examination and treatment facilities and other establishments with accommodation functions to make residence notification via the VNeID application.
To synchronously implement the issuance of electronic identification accounts, the People's Committee of Kien Giang province has directed and so far, more than 600 educational institutions have implemented cashless tuition collection; 6 provincial, 15 district, and 144 commune-level medical facilities all have cashless payment methods. The Kien Giang province online public service portal has 11/14 essential public services of departments and branches performing online procedures, notably in the fields of administrative management, vehicle registration, exit and entry, etc.
