On June 27, the People's Committee of Nghe An province issued a Decision to transfer all kindergartens, primary schools and secondary schools in the area to the People's Committees of communes and wards (new) for management according to the provisions of law, since the two-level local government system came into operation.
Specifically, the People's Committee of Nghe An province transferred 476 kindergartens, 434 primary schools, 323 secondary schools, 23 primary and secondary schools, 8 primary and secondary boarding schools for ethnic minorities, 33 secondary boarding schools for ethnic minorities, and 6 secondary boarding schools for ethnic minorities to 130 communes and wards for management.
The Provincial People's Committee also requested the People's Committees of districts, cities and towns to preside over and coordinate with relevant agencies to hand over civil servants, contract workers, land, finance, assets, working facilities and related records and documents of schools to the People's Committees of communes (new) to receive, manage and use in accordance with the provisions of law, decentralization of the Provincial People's Committee and instructions of competent agencies. Completion time is before July 1, 2025.

The Provincial People's Committee also assigned the (new) Commune-level People's Committee to organize the reception of civil servants, contract workers, land, finance, assets, working means and related records and documents; prevent loss of records, documents and assets; quickly stabilize the organization, clearly define the responsibilities of organizational departments and individuals to ensure no interruption of operations.
The Provincial People's Committee also assigned the Department of Home Affairs, the Department of Finance and relevant agencies and units, based on their assigned functions, tasks and powers, to coordinate and guide the implementation of the decision.
