Pursuant to Point a, Clause 8, Point d, Clause 11, Article 5 of Decree 100/2019/ND-CP regulating penalties for drivers of cars and similar vehicles violating road traffic rules, drivers of cars driving in reverse on highways, except for priority vehicles on urgent missions as prescribed, shall be fined from VND 16,000,000 to VND 18,000,000.
In addition, the driver of the car will have his/her driving license revoked from 05 to 07 months.

Article 26 of the 2008 Road Traffic Law stipulates traffic on highways as follows:
- Drivers and operators of specialized motorbikes on highways must comply with traffic rules and implement the following regulations:
+ When entering the highway, you must signal to enter and give way to vehicles already on the road. Only when it is safe can you merge into the traffic flow in the lane closest to the outer edge. If there is an acceleration lane, you must drive in that lane before entering the highway lane;
+ When exiting the highway, you must gradually move to the right lane. If there is a deceleration lane, you must drive on that lane before leaving the highway;
+ Do not drive in the emergency lane or on the roadside;
+ Do not drive at a speed exceeding the maximum speed or below the minimum speed indicated on signs or painted on the road surface.
- Drivers and operators of specialized motorbikes must keep a safe distance from each other as shown on the sign.
- Only stop and park in designated areas;
- In case of being forced to stop or park in an inappropriate place, the driver must move the vehicle out of the roadway. If this is not possible, the driver must signal to let other drivers know.
- Pedestrians, rudimentary vehicles, motorbikes, motorcycles and tractors; specialized motorbikes with a design speed of less than 70 km/h are not allowed to enter the highway, except for people, vehicles and equipment serving the management and maintenance of the highway.
