On the afternoon of July 25, in Tan An city, Prime Minister Pham Minh Chinh worked with the Standing Committee of Long An Provincial Party Committee to evaluate the results of the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Long An Provincial Party Congress, the implementation of the socio-economic development tasks for 2021-2023 and the directions and tasks until 2025; at the same time, consider and resolve a number of recommendations to create new momentum for the province's development.
Also attending the meeting were: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Secretary of Long An Provincial Party Committee Nguyen Van Duoc, leaders of ministries, branches, central and local agencies.
Earlier, on the same morning, Prime Minister Pham Minh Chinh attended a conference to announce the planning and investment promotion of Long An province; inspected the construction of the Ho Chi Minh City Ring Road 3 project through Long An province; visited policy families and offered incense at the Long An Province Martyrs Cemetery.
Strategic location with many potentials and strengths
Reports and opinions at the meeting unanimously assessed that the Party Committee, government and people of Long An province demonstrated high determination, innovative thinking, dynamism and creativity, clearly defining the goal of maintaining the leading position in the Mekong Delta region and striving to become a fairly developed province in the Southern Key Economic Zone, oriented towards modern, ecological, civilized and sustainable development.
Long An has an important strategic position, the gateway between the Mekong Delta and the Southeast region; has 133 km of border with Cambodia and has the spread of industrial and urban development of Ho Chi Minh City.
Long An has many potentials and strengths, convenient trade with roads and waterways, close to Tan Son Nhat and Long Thanh international airports. The province is a bright spot in attracting FDI investment; the industrial foundation is developed with the main industry being processing and manufacturing (accounting for over 90%). The province has great potential for tourism development (specifically the river, Dong Thap Muoi ecology, cultural traditions, history, etc.). Long An is the focal point of the agricultural economy of the Region; at the same time, it has a comparative advantage in developing service industries, especially logistics.
With abundant and quality human resources (population of over 1.7 million people, ranked 16/63); Long An identifies human resource training as a breakthrough program. Favorable investment and business environment with high ranking in administrative reform and competitiveness.
Aiming for the group of 10 localities with the largest economic scale in the country
In recent times, Long An's economic growth rate has reached a fairly high level, GRDP in 2022 increased by 8.46% (ranked 6/13 in the Mekong Delta region, 39/63 nationwide), in the first 6 months of 2023 it is estimated to increase by 3.43%.
The economic structure has shifted positively (in the first 6 months of 2023, the agricultural sector accounted for 16.41%; industry and construction 50.92%; services 27.13% and product tax minus subsidies 5.54%). The economic scale in 2022 ranked 1/13 localities in the Region and 12/63 nationwide; the average GRDP reached 90.2 million VND/person.
Major industries and sectors grew well. Industrial production increased by 9.32% in 2022, and by 3.38% in the first 6 months of 2023. Agriculture grew strongly in the direction of quality and efficiency (average 2021-2022 reached 2.46%/year, 3.71% in the first 6 months of 2023). Trade and services developed strongly, forming consumption and distribution links (increased by 8.19%/year). State budget revenue grew quite well; the banking credit system basically met requirements; bad debt was low (0.69% of outstanding debt).
Planning work is focused (the province has approved the Planning). Key transport projects are promoted; public investment disbursement is high (6 months of 2023 reached 46.69%, ranked 3rd/63 nationwide).
Administrative procedure reform and improvement of the business investment environment are promoted (in 2022, the provincial competitiveness index (PCI) ranked 10/63, administrative reform ranked 8/63); digital transformation ranked 11/63). Strengthen dialogue, support businesses to solve difficulties, and implement projects.
The province has achieved many good results in attracting investment resources (mobilizing social investment capital in 2021-2022 reached 81.6 trillion VND, increasing by 19% in 2022). The whole province has over 16,000 enterprises with a total registered capital of 362.5 trillion VND; there are 1,191 FDI projects with a total registered capital of over 10.4 billion USD.
Cultural and social fields are focused on; social security and people's lives are ensured; new rural construction is promoted (138/188 communes meet new rural cultural standards, 22/27 wards and towns meet urban civilized standards). National defense and security are maintained; political security and social order and safety are ensured; foreign affairs are well done, especially with Cambodia.
Delegates said that with many potentials, strengths and new motivations, Long An needs to continue to develop more strongly, striving to become a dynamic, effective and sustainable economic development center of the southern region; a gateway connecting smoothly and effectively between the Southeast region and the Mekong Delta region; being in the group of 10 localities with the largest economic scale in the country, based on the foundation of green development, automation and innovative technology; at the same time building an orderly, disciplined, secure, safe and civilized society; comprehensive human development; a clean, friendly living environment, adapting to climate change.
According to Minister of Natural Resources and Environment Dang Quoc Khanh, Long An is facing many opportunities and needs to wisely choose priorities that are in line with the trend of the times in order to develop quickly, sustainably, comprehensively and inclusively.
Effectively implement core strategies to create breakthrough and sustainable development
After listening to the opinions and concluding the working session, Prime Minister Pham Minh Chinh commended the efforts and highly appreciated the results that the Party Committee, Government and People of Long An have achieved in implementing socio-economic development tasks in recent times, contributing to the overall development of the whole country.
The Prime Minister analyzed the potential strengths and shortcomings, limitations, difficulties, challenges and lessons learned. In the coming time, the Prime Minister pointed out that with many potentials, strengths and new driving forces, Long An needs to continue to develop more strongly, striving to become a dynamic, effective and sustainable economic development center of the Southern region; a gateway connecting smoothly and effectively between the Southeast region and the Mekong Delta region.
Regarding the development orientation of Long An, the Prime Minister pointed out that Long An needs to effectively implement the core strategy to create breakthrough and sustainable development, raising the position of Long An based on the pillars of ecological agriculture as the focus; green industry, high technology, processing and manufacturing, energy as breakthroughs; services as a support, making Long An a transit point for goods in the region; promoting green growth, digital transformation, innovation, high-quality human resources; synchronous and modern technical, economic, social and urban infrastructure.
At the same time, effectively exploit potentials and advantages; effectively connect with the economic center of Ho Chi Minh City and the Southeast region; exploit well the advantages of the connection hub with Cambodia; promote human resources, cultural and historical traditions; pay attention to developing culture on par with the economy, ensuring social security and protecting the environment.
The Prime Minister requested the province to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat and the direction of the Government and the Prime Minister.
Focus on promoting growth drivers; in which, we should focus on exploiting the domestic and international markets; drastically speed up the disbursement of public investment capital; promptly remove difficulties and obstacles, and promote production and business.
Effectively implement the Provincial Planning, promote distinct potentials, outstanding opportunities, competitive advantages, and create new driving forces. Organize development space according to the model of "One center - Two economic corridors - Three socio-economic regions - Six dynamic axes". Proactively and actively participate in linking activities in the Mekong Delta region, with Ho Chi Minh City and the Southeast region.
Diversify investment resources, promote PPP forms; strictly manage and use investment capital effectively. Develop a synchronous and effective transportation network. Develop a harmonious urban system, reorganize residential areas. Focus on developing social housing and housing for workers; Promote the application of science, technology, and digital transformation in all economic and social fields; Develop industry towards high technology, productivity, competitiveness, and efficient use of resources. Pay special attention to environmental protection, anti-pollution, effective response to natural disasters, climate change, and landslides; conserve nature and biodiversity.
