
The Department of Dyke Management and Natural Disaster Prevention and Control said that the water level on all rivers has decreased compared to October 12. Specifically, at 6:00 a.m. on October 13, the water level of Cau River at Luong Phuc station was 7.03m, 0.03m above the level II flood warning, down 1.03m; Ca Lo River at Manh Tan station was 7.4m, 0.4m above the level II flood warning, down 0.82m. However, because the water level is still high, 2,161 houses in Hanoi and 10,073 houses in Bac Ninh are still flooded, mainly in residential areas along the river.
The Department of Dyke Management and Natural Disaster Prevention and Control added that as of this morning (October 13), 59 dike incidents were recorded in the provinces and cities of Thai Nguyen, Bac Ninh and Hanoi. Localities have handled the first hour and continue to closely monitor. National highways and the Hanoi - Thai Nguyen railway have been opened, electricity and telecommunications have been basically restored, but 48,169 customers in the northern mountainous provinces still have no electricity.
Regarding recovery support, the Prime Minister issued Decision No. 2241/QD-TTg, providing an additional VND400 billion in support for four provinces severely damaged by storm No. 11, including: Thai Nguyen VND250 billion, Cao Bang VND50 billion, Lang Son VND50 billion, Bac Ninh VND50 billion. As of 5:00 p.m. on October 12, the Central Relief Mobilization Committee had received VND922,057 billion in support to overcome the damage caused by storms No. 10 and 11; and had allocated about VND470 billion. Meanwhile, the total damage caused by storms and floods to date is estimated at more than VND8,720 billion, of which Thai Nguyen province alone suffered about VND4,000 billion.
