In response to that requirement, the Party Committee and the Ho Chi Minh City Command have identified: Making a breakthrough in building a comprehensively strong, "Exemplary, exemplary" unit is a key task and a strategic pillar to enhance combat capacity, ensure the maintenance of the important southern area of the Fatherland; proactively grasp, forecast, correctly assess the situation and be ready to handle all situations, not to be passive and surprised; maintain political security, social order and safety; ensure the city's stability and sustainable development.

Over the years, the Ho Chi Minh City Armed Forces have always advised the City Party Committee, the Ho Chi Minh City People's Committee and the Military Region 7 Command to implement 12 projects on military , national defense and security (with a total investment of 10,093 billion VND) closely, effectively and in accordance with regulations. The Ho Chi Minh City Armed Forces are truly the core force in building a national defense, a national defense posture associated with a people's security posture, and building a solid city defense area. In addition, promoting the role of the core force in performing the task of being ready to fight and fighting to victory..., with many breakthrough, innovative and creative contents suitable for each specific subject and condition.

Leaders of the Ministry of National Defense , leaders of the Military Region 7 Command and leaders of Ho Chi Minh City visited the training model of the Ho Chi Minh City Command.

At present, combat readiness does not stop at practicing protecting specific targets or handling simple situations, but needs to be positioned in the strategy of building a regional defense posture, linking national defense and security; on the basis of closely linking national defense diplomacy and people's diplomacy. Identifying Ho Chi Minh City as a sensitive area, with the potential risk of being exploited by hostile forces to incite political unrest; recently, there have been many types of high-tech crimes, cyber attacks, psychological warfare, legal warfare and economic sabotage... with many sophisticated and cunning forms, requiring the city's military to develop many response plans and resolve them quickly, effectively and promptly.

Accordingly, it is necessary to regularly review and adjust combat plans, develop combat readiness plans suitable for all situations; organize live-fire exercises to handle complex situations; especially in urban operations, anti-protests, terrorism, protection of key infrastructure and strategic targets. Promote the combination of defense with economy, economy with defense; effectively utilize achievements of the economy to serve defense, defense projects and civil activities.

Strong application of technology in training

To improve the quality and combat strength, military training is given top priority and cannot be separated from the strategy of building a modern army; applying the idea of "essential, not mass" in building the army; flexibly implementing the multi-dimensional model. The Ho Chi Minh City Military Region has strongly shifted from purely dispersed training to organizing joint training; comprehensive situational training, strongly applying simulation technology, artificial intelligence and digital transformation in training.

For the first time, strategic exercise scenarios were built close to modern urban warfare, such as attacks using unmanned devices, sabotage from cyberspace, social media manipulation, high-tech weapons, bioterrorism, psychological warfare, etc. This is a proactive approach so that the city's armed forces will not be passive or surprised by any form of war in the future; especially modern warfare using high-tech weapons.

On the basis of applying the results in training and combat readiness; promoting and implementing emulation movements to create great motivation and through national defense competitions and sports at all levels is a vivid proof, a comprehensive training forum, a strategic playground to objectively evaluate the quality and substance in training, practice, organization and command. Along with that, it is the foundation to discover and select core elements for the unit's competitions and sports.

Reality shows that the city's armed forces are always interested in researching, exploring and building many effective models and methods; especially, in the coming time, focusing on breakthroughs in competitions and sports events combined with the application of science and technology suitable to new conditions and tasks. This is a strategic shift in innovative thinking, ensuring the building of a comprehensively strong city's armed forces, "Exemplary, typical" associated with the organization of building a lean, compact, strong and effective force, advancing towards modernization; mastering modern weapons and innovating, improving weapons and equipment in the establishment to improve combat effectiveness; creating firm belief for each officer and soldier to firmly hold their guns to protect the independence and sovereignty of the Fatherland.

The 1st Congress of the Ho Chi Minh City Military Party Committee, term 2025-2030, was held at a time of profound political significance, when the entire Party, the entire army, and the entire people strived to compete to achieve achievements to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam; the 80th anniversary of the Traditional Day of the Military Region and the City's Armed Forces; welcoming the Party Congresses at all levels, towards the 14th National Congress of the Party; the goal of building the Army by 2030: "Revolutionary, disciplined, elite, modern" is posing high demands on the city's armed forces. Along with that is the implementation of the policy of merging the provincial level, abolishing the district level, operating the 2-level local government model... This is identified as both an opportunity but also many intertwined challenges.

The Party Committee and the Ho Chi Minh City Command will strengthen leadership and direction, resolutely and synchronously, with many very cautious and strict steps. Especially focusing on thoroughly grasping the Party's guidelines and strategies for national defense, military, and national protection in the new situation; Resolution No. 230 of the Central Military Commission and Plan No. 1228 of the Ministry of National Defense on the organization of the Vietnam People's Army for the period 2021-2030 and the following years.

With courage, strong thinking and 7 dares: "Dare to think; dare to speak, dare to do; dare to take responsibility; dare to innovate, be creative; dare to face difficulties and challenges; dare to act for the common good", the city's military - the unit that received the title of Hero of the People's Armed Forces three times continues to affirm its role as the core force in building and protecting the city. Each breakthrough today is a historical step for the city's military to modernize, proactively adapt to new forms of warfare, contributing decisively to the success of the 1st Congress of the Ho Chi Minh City Military Party Committee, term 2025-2030 in the spirit of: "Solidarity, democracy, innovation, creativity, determination to win".

The Ho Chi Minh City Military Region has established five strategic breakthroughs, namely: Restructuring the force organization in the direction of elite - strong - fast - regularized urbanization; Comprehensive digital transformation of command, training and technical logistics; Improving the capacity of electronic warfare, network security and combating information warfare; Building a team of strategic cadres with courage, knowledge and new thinking; Promoting the combined strength to build an all-people national defense, an all-people national defense posture associated with a people's security posture, a solid "people's hearts posture" to develop Ho Chi Minh City into a megacity.
