On December 4, according to VietNamNet reporters, the illegally built restaurant in Bai Chay ward (Ha Long city, Quang Ninh ) is closed and not welcoming guests, but the structure is still intact.

Previously, on October 20, the People's Committee of Ha Long City issued a document reporting on the management, land use and construction of the project of Honest Ha Long Joint Stock Company in the new urban area of Cai Dam.

The document clearly stated that, with the violations of this restaurant, the People's Committee of Ha Long City requested the People's Committee of Bai Chay Ward to preside over and coordinate with the Urban Management Department, the Urban Order and Environment Inspection Team and related units to continue urging Honest Ha Long Joint Stock Company to promptly comply with the decision to impose administrative sanctions.

Specifically, Honest Ha Long Joint Stock Company must dismantle the violating construction and excavate and clean up all construction waste to ensure environmental sanitation. In case the company does not comply, the dossier will be completed to enforce the demolition of the violating construction according to regulations. The enforcement period will start after October 30 and be completed in November 2023.

However, as of December 4, this illegally constructed construction had only dismantled the bridge extending to Ha Long Bay, the restaurant area remained intact.

Explaining why the restaurant has not been demolished yet and has not been forced to do so, the People's Committee of Ha Long City affirmed its stance that it will resolutely handle and enforce the matter.

Vice Chairman of Ha Long City People's Committee Nguyen Tuan Minh said that the city will assign Bai Chay Ward People's Committee to organize the enforcement. However, the enforcement must follow the correct procedures, order and records.

According to Mr. Minh, the People's Committee of Ha Long City has issued a document directing units to develop an enforcement plan to ensure security and order. After completing all procedures and processes, an enforcement team will be established.

When asked about the specific time for the enforcement, Mr. Minh said that the People's Committee of Bai Chay Ward has sent the enforcement plan to the departments for review. After approval, the enforcement will be directed. The implementation date will be decided by the city, however, the enforcement time has not yet been set.

According to Chairman of Bai Chay Ward People's Committee Nguyen Thanh Tung, local authorities are still urging the restaurant to dismantle itself to return it to the correct planning, but so far the restaurant owner has not taken any action.
