Attending the meeting were leaders of the Office of the People's Committee; the Departments of Health , Finance, Science and Technology and a number of medical units in the province.
The implementation of electronic medical records is identified by the provincial health sector as one of the key tasks in the digital transformation roadmap for healthcare, contributing to modernizing the management system, improving the quality of medical examination and treatment, promoting administrative reform and gradually building a smart healthcare system.

Up to now, in Lao Cai province, there are 4 hospitals that have completed the publication of electronic medical records according to the provisions of Circular 54/2017/TT-BYT including: General Hospital No. 1, Facility 1, General Hospital No. 3 (Nghia Lo), Van Yen Regional Medical Center and Yen Binh Regional Medical Center.
However, although Yen Binh Medical Center has announced electronic medical records, the server system and information security system are still lacking and need to be supplemented to ensure the smooth and continuous implementation of electronic medical records.
Units that have not yet published electronic medical records include 7 units: General Hospital No. 1, Facility 2, Yen Bai Regional Medical Center, Van Chan, Tran Yen, Luc Yen, Tram Tau, Mu Cang Chai. Most of the current units do not have the equipment to deploy information technology (IT) applications and digital transformation such as workstations and LAN devices. Equipment for information safety and security, data storage and backup, backup systems and servers are still lacking. The software system for deploying electronic medical records at units using the unit's revenue has not been properly structured and fully calculated, and there are no costs for IT application activities in the price of technical services, causing many difficulties for medical examination and treatment facilities in balancing and investing in IT applications and digital transformation.



At the meeting, the Department of Health raised difficulties and problems regarding organization and tasks at the merged units; the regional health unit model still has many different focal points; the management of health stations is not yet unified; the decentralization of management of organizations and appointment of positions; the use of seals for units working in 2 locations; the transfer of medical staff to the new administrative center...
The Department of Health also raised difficulties in the facilities of some units that have degraded, the scale is not up to standard, the location is not suitable, need to be upgraded, renovated, and relocated to a new facility immediately after the province's merger; health insurance settlement, procurement bidding; service prices...

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh highly appreciated the initiative of the Department of Health in implementing electronic medical records.
To ensure that by August 30, 2025, hospitals and medical centers in the province complete the implementation of electronic medical records, Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh assigned the Department of Science and Technology to preside over and coordinate with the Department of Health and the Department of Finance to establish an interdisciplinary working group to evaluate and appraise the contents related to the implementation of electronic medical records at medical centers that have not yet published electronic medical records, and submit to the Provincial People's Committee, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee.
Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh requested the health sector to study and advise on the operating model of medical units to ensure effective operations; the Department of Health to review and synthesize recruitment needs in 2025; review facilities to arrange workplaces for staff moving to the new administrative center.
Regarding the response to storm No. 3 Wipha, Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh requested the health sector to proactively develop plans and solutions, and direct hospitals and medical centers to proactively prepare human resources, supplies, medicine, and equipment to respond to storm No. 3.
