Attending the meeting were leaders from the Provincial People's Committee Office; the Departments of Health , Finance, Science and Technology, and a number of health units in the province.
The implementation of electronic medical records has been identified by the provincial health sector as one of the key tasks in the digital transformation roadmap for healthcare, contributing to the modernization of the management system, improving the quality of medical examination and treatment, promoting administrative reform, and gradually building a smart healthcare system.

To date, four hospitals in Lao Cai province have completed the publication of electronic medical records as stipulated in Circular 54/2017/TT-BYT: General Hospital No. 1, Branch 1; General Hospital No. 3 (Nghia Lo); Van Yen Regional Health Center; and Yen Binh Regional Health Center.
However, although Yen Binh Medical Center has announced the implementation of electronic medical records, the server system and information security system are still lacking and need to be supplemented to ensure the smooth and continuous deployment of electronic medical records.
Seven units have yet to implement electronic medical records: General Hospital No. 1, Branch 2; Yen Bai Regional Health Center; Van Chan, Tran Yen, Luc Yen, Tram Tau, and Mu Cang Chai. Most units currently lack the necessary equipment for deploying information technology (IT) and digital transformation, such as workstations and LAN network equipment. Information security, data storage and backup, and server systems are also lacking. The software systems for implementing electronic medical records at these units are currently using unit-generated revenue, and the cost of IT applications is not properly and fully accounted for in the service fees. This makes it difficult for healthcare facilities to balance and invest in IT applications and digital transformation.



During the meeting, the Department of Health raised difficulties and obstacles regarding the organization and tasks of the merged units; the model of regional health units still has many different branches and divisions; the management of health stations is still inconsistent; the decentralization of organizational management and appointment of positions; the use of seals for units working in two locations; the relocation of health staff to the new administrative center...
The Department of Health also highlighted difficulties regarding the dilapidated infrastructure of some units, insufficient scale, unsuitable locations requiring upgrading and renovation, and relocation to new facilities immediately after the provincial merger; health insurance settlement and procurement bidding; service prices, etc.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh highly appreciated the proactive approach of the Department of Health in implementing electronic medical records.
To ensure that by August 30, 2025, all hospitals and medical centers in the province complete the implementation of electronic medical records, Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh assigned the Department of Science and Technology to lead the coordination with the Department of Health and the Department of Finance to establish an inter-agency working group to evaluate and assess the contents related to the implementation of electronic medical records at medical centers that have not yet announced electronic medical records, and submit the findings to the Provincial People's Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee.
Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh requested the health sector to research and advise on the operational model of health units to ensure effective operation; the Department of Health to review and compile recruitment needs for 2025; and to review facilities to arrange workspaces for staff relocating to the new administrative center.
Regarding the response to Typhoon Wipha (Typhoon No. 3), Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh requested the health sector to proactively develop plans and strategies, and direct hospitals and medical centers to proactively prepare personnel, supplies, medicines, and equipment to respond to Typhoon No. 3.
