
The delegation included Comrade Tong Thanh Hai - Standing Vice Chairman of the Provincial People's Committee; and representatives and officials from relevant departments and units: Provincial Police, Construction, Finance, Agriculture and Environment, Education and Training, Provincial People's Committee Office, Provincial Land Fund Development Center, and the People's Committees of Hua Bum and Bum Nua communes.

Accordingly, Chairman of the Provincial People's Committee Ha Quang Trung and the delegation inspected the progress of the investment project to build a boarding school for primary and secondary levels in the communes of Hua Bum and Bum Nua.
At the inspection points, the relevant units reported on the project's progress as well as any difficulties and obstacles that needed to be resolved.

The projects for the Hua Bum and Bum Nua Commune Boarding Schools (Primary and Secondary levels) are part of the "Project for 100 boarding schools in border communes" and are scheduled to commence in 2025, in accordance with Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in school construction for border communes. Each school will have an area of approximately 6.2 hectares, with 30 classrooms accommodating about 1,000 students; these are Group B projects, classified as Level III constructions.

Chairman of the Provincial People's Committee Ha Quang Trung and the delegation acknowledged the efforts of the construction units, contractors, investors, and local authorities in overcoming difficulties to accelerate the project's progress. Affirming that these are important projects with great significance for the people and students in the difficult border areas of the province, the Chairman of the Provincial People's Committee requested the construction units to continue mobilizing more machinery, manpower, and resources to ensure even faster and more effective construction progress.

The comrade also requested that local authorities closely coordinate with contractors and construction units, promptly resolve and address any obstacles within their jurisdiction; and intensify propaganda and mobilization efforts to create consensus and support from ethnic minority communities affected by the Project, so that the project can be implemented in a timely manner.

At the inspection points, Chairman of the Provincial People's Committee Ha Quang Trung and the delegation presented gifts to encourage the workers and construction units working on the construction sites.
Essentially, the project for a boarding school for primary and secondary levels in the communes has been implemented in accordance with regulations. Contractors and investors have closely coordinated with local authorities and relevant units to ensure the project is implemented quickly and on schedule.

Following the inspection, in Bum Nua commune, the working group held a meeting with the leaders of Hua Bum and Bum Nua communes; the investor and the construction units.

Here, representatives from the commune leadership and the project investor provided a brief report on the implementation of the project, the difficulties and obstacles that need to be overcome, and proposed solutions and recommendations.

Members of the working group focused their opinions on issues related to ensuring the supply of construction materials; increasing machinery, equipment, and manpower to accelerate construction progress; site handover; and addressing and overcoming difficulties during construction at the site…

Concluding the meeting, Mr. Ha Quang Trung, Chairman of the Provincial People's Committee, acknowledged the efforts of the local authorities, the investor, the contractor, and the construction unit. The propaganda and land clearance work has been carried out effectively by the authorities and relevant units, ensuring the necessary land for the project.
The Chairman of the Provincial People's Committee requested that the Department of Education and Training and the Department of Construction review and arrange the project's components. The project investor should pay attention to planning and arranging the site appropriately to ensure the safest possible construction when put into use; and urge the contractor to work with the highest spirit and determination to complete the project on schedule. The investor and contractor should develop a detailed weekly work schedule; increase shifts and manpower, resources, machinery, and equipment to accelerate the implementation progress.

Emphasizing that construction projects underway close to the New Year and Lunar New Year will experience significant fluctuations in manpower allocation and deployment, the Chairman of the Provincial People's Committee requested that construction units be prepared with contingency plans, especially regarding manpower mobilization. If necessary, they should consider coordinating with the Provincial Military Command to mobilize forces when required. The investor closely coordinates with relevant departments and agencies to resolve difficulties related to construction materials and material prices; regularly reports on the progress of projects, difficulties, and obstacles so that the province can be aware and resolve them promptly.
Regarding future tasks for the communes, the Chairman of the Provincial People's Committee requested that they urgently inspect, review, summarize, and re-evaluate all targets for 2025 to organize and direct implementation to ensure the set plan is achieved. They should also assess the implementation of the two-tiered local government model, summarize difficulties and obstacles, and promptly report and resolve them. Furthermore, they should maintain a firm grasp of the local area, ensuring political security and social order in the locality, preventing any unexpected or passive situations.
