Recently, the Russian market opened in the area of ​​Ho Chi Minh City Book Street and the location next to Ho Chi Minh City Post Office has been caught up in controversial debates.

Within the framework of the meeting organized by the Department of Culture and Sports of Ho Chi Minh City (October 21) at the proposal of the Ho Chi Minh City Book Street Company and the reading culture ambassadors, the business story of the Russian market in the Ho Chi Minh City Book Street area was discussed.

Russian Market is not officially operating yet.

Mr. Bui Xuan Duc - Deputy Director of Ho Chi Minh City Book Street Company said that the issue that Ho Chi Minh City Book Street is concerned about is the business and display items inside the Ho Chi Minh City Telecommunications Building (125 Hai Ba Trung, Saigon Ward, Ho Chi Minh City). According to Mr. Bui Xuan Duc: "The space of Ho Chi Minh City Book Street is an area of ​​reading culture, when doing business, the items must be suitable. In response to the concerns of the representative of Ho Chi Minh City Book Street, Mr. Tran Anh Vy - Head of Investment Department of Ho Chi Minh City Telecommunications said that regarding the reflection on the business activities of VNPT and the reading culture space at Ho Chi Minh City Book Street, the parties worked in a meeting chaired by the Department of Industry and Trade. The Department has compiled the opinions and will soon have an official response.

Mr. Tran Anh Vy also confirmed that the Russian market has not officially operated and is only allowed to operate after completing all procedures according to regulations. The Head of the Investment Department of Ho Chi Minh City Telecommunications explained that the name "Russian market" is the name of a business in the area, not the name of a market. After receiving comments from the public as well as the Ho Chi Minh City Department of Industry and Trade, the "Russian market" sign on the wall of the Ho Chi Minh City Telecommunications building (on Nguyen Van Binh street) was removed.

In response to the report that stalls at the Russian market were operating without a license, Mr. Tran Anh Vy explained: "The opening is only to facilitate traffic, ensure fire prevention and security, but there are no activities here. If there are any trading activities, people can report them, we will take note and make corrections."

Ensuring cultural harmony around Ho Chi Minh City Book Street

Speaking at the meeting, Mr. Nguyen Ngoc Hoi - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City emphasized that Ho Chi Minh City Book Street is a successful model of the whole country after 10 years of operation, not only contributing to the development of reading culture but also becoming a special tourist destination of the city.

Regarding the proposal to renovate the area of ​​building No. 125 Hai Ba Trung into a new business space, Mr. Hoi said that the Department has worked and agreed on the view: "Do what is not prohibited by law". According to the Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, the development and expansion of the space around Ho Chi Minh City Book Street is encouraged, as long as it is consistent with the existing heritage space. "This is the core area of ​​the heritage area, associated with typical works such as Notre Dame Cathedral, Ho Chi Minh City Post Office, Ho Chi Minh City Theater... Development needs to be in harmony with the heritage space and in harmony with the cultural space", Mr. Hoi emphasized.

The Deputy Director of the Department of Culture and Sports of Ho Chi Minh City noted that the renovation and exploitation of the new area must be in line with the orientation of Ho Chi Minh City Book Street, encouraging business models associated with culture, such as publications, souvenirs, and creative products, instead of purely commercial activities.

He also suggested that agencies such as the Department of Construction, Department of Finance, Department of Industry and Trade... when granting licenses must comply with legal regulations, and at the same time consider cultural and heritage harmony to avoid creating negative public opinion. Implementing units must comply with this spirit so as not to affect the brand of Ho Chi Minh City Book Street that has been built over the past 10 years. "Business must comply with legal regulations. Besides, we must also pay attention to the fact that business must also have social responsibility," Mr. Hoi emphasized.

"The city's leaders are paying attention and devoting large resources to developing cultural spaces, and Ho Chi Minh City Book Street has been a cultural space for 10 years. People will see the cultural space expanded, not only for Ho Chi Minh City Book Street but also for the surrounding area, contributing to forming a new cultural destination for Ho Chi Minh City," Mr. Hoi emphasized.
