The move comes after regulators pushed the world's most popular social media network to protect children from harmful content on its app.
Legal scrutiny of social networks has increased following testimony in the US Senate from a former Meta employee who alleged the company knew about harassment and other harms faced by teens on its platform but failed to act against them.
Meta said teens will no longer receive direct messages from anyone they don't follow or connect with on Instagram by default. It will also require parental approval to change certain settings on the app.
On Messenger, accounts of users under 16 and under 18 in some countries will only receive messages from Facebook friends or people they connect with through their phone contacts.
Meta added that people over 19 cannot message teens who do not follow them.
