Heavy rain in the North, Hoa Binh hydroelectric reservoir opens floodgates

The Northern Hydrometeorological Station forecasts that due to the influence of a strong low pressure trough combined with high-altitude wind convergence, from the night of July 9 to July 11, Hanoi will have rain, moderate rain, heavy rain and thunderstorms in some places. Rain will be concentrated in the evening, night and early morning with a common amount of 20 - 40 mm, in some places higher than 60 mm. On the night of July 11 and July 12, Hanoi will continue to have scattered showers and thunderstorms, with heavy rain in some places.

Thunderstorms cause temperatures to drop, ending the heat wave. However, rain after heat waves is often accompanied by tornadoes, lightning, hail and strong winds, which can cause damage to trees, houses, traffic and infrastructure. In addition, heavy rain can also overload urban drainage systems, leading to localized flooding and traffic safety.

In mountainous areas, midlands of the North and Thanh Hoa, from the evening of July 9 to the night of July 12, there will be moderate rain, heavy rain and thunderstorms, some places will have very heavy rain. The average rainfall in the next 3 days will range from 70-150 mm, some places will exceed 300 mm. In Tuyen Quang and Lang Son provinces, heavy rain combined with mountainous terrain increases the risk of flash floods and landslides.

According to the Hai Phong City Hydrometeorological Station, due to the influence of a low pressure trough with an axis through the North combined with wind convergence up to 5000 m, today, July 10, Hai Phong area will have showers and thunderstorms, with average rainfall from 20 - 40 mm. Tonight and tomorrow (July 11), there will be moderate rain, heavy rain and thunderstorms. Average rainfall is from 40 - 100 mm. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.

From July 12, Hai Phong area will have moderate rain, some places will have heavy rain and thunderstorms. Rainfall is generally from 40 - 70 mm.

Faced with complex weather developments, on the afternoon of July 9, the Ministry of Agriculture and Environment requested northern localities to closely monitor forecasts and natural disaster warnings, and promptly inform local authorities and people to proactively prevent them.

At the same time, deploy shock troops to inspect and review residential areas along rivers and low-lying areas, prepare evacuation plans when necessary; strictly control culverts, deep flooding points, and areas at risk of landslides to ensure safety for people and vehicles.

Localities are also required to inspect key works, industrial parks, urban areas, mines, and mineral exploitation areas; proactively drain water, protect production, and prepare rescue forces.

Notably, to ensure the safety of the reservoir and downstream areas, the Ministry of Agriculture and Environment directed the Hoa Binh Hydropower Company to open a bottom spillway at 4:00 p.m. on July 9. The provinces and cities of Hanoi, Phu Tho, Bac Ninh, Hai Phong, Hung Yen and Ninh Binh need to widely announce so that aquaculture facilities, water transport units, riverside works, etc. can proactively take measures to protect people and property.
