Minimize electrical incidents causing fires and accidents

(Baohatinh.vn) - The People's Committee of Ha Tinh province emphasized that it is determined to strictly handle violations of legal regulations on electrical safety at business establishments, households, and houses combining production and business.

Functional sectors and local authorities need to strengthen safety inspections in electricity use.

To ensure absolute safety for people's lives and property, and minimize electrical incidents causing fires and explosions, the Provincial People's Committee requests provincial departments, branches and sectors, according to their functions, tasks and management areas, to strengthen propaganda and dissemination to all cadres, civil servants, public employees and workers, and guide businesses and people to use electricity safely and clearly understand their responsibilities in ensuring electrical safety.

Continue to effectively implement Decision No. 2076/QD-UBND dated August 31, 2023 of the Provincial People's Committee on promulgating the Plan to implement Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years in the province.

The People's Committees of communes and wards shall strengthen the propaganda and dissemination of legal knowledge on electrical safety to all cadres, civil servants, public employees, workers, organizations and individuals using electricity in the area to ensure safe use of electricity, minimizing risks of unsafe incidents, fires, explosions and accidents caused by the use of electricity.

Directing specialized departments and affiliated units to proactively and promptly coordinate with local electricity units to strengthen safety inspections in electricity use, especially safety in electricity use for living and service purposes; assigning staff to coordinate with electricity units to "go to every alley, knock on every door" to inspect and guide people in managing and using electricity safely, and to overcome the situation of improper electricity use or use that does not meet the manufacturer's requirements.

Perform tasks in the electricity sector in Article 8 of Decree No. 139/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of two-level local authorities in the field of State management of the Ministry of Industry and Trade .

Ha Tinh Electricity Company and electricity service cooperatives organize to review and strictly and fully implement the responsibility of electricity sellers in ensuring safe use of electricity for daily life and service purposes in accordance with regulations; mobilize maximum resources, preside over and coordinate with local functional management agencies to "go to every alley, knock on every door" to inspect and guide people to manage and use electricity safely, and overcome the situation of improper use of electricity, not in accordance with the manufacturer's requirements.

The inspection work needs to consider the level of compliance with the legal regulations on electrical safety under the responsibility of electricity customers to promptly rectify and request electricity customers to correct defects and potential risks of electrical safety. Resolutely and strictly handle violations of the legal regulations on electrical safety at business establishments, households, houses combining production and business, especially in areas with high population density, high-rise apartment buildings, mini apartments, boarding houses, business and service stores...

Actively coordinate with media agencies and relevant organizations and individuals to strengthen propaganda activities, disseminate to people, business households and enterprises measures and skills on safe electricity use, minimizing risks of fire, explosion and accidents caused by electricity use.

Strictly implement the instructions of Vietnam Electricity Group and Northern Power Corporation on inspection and guidance on safe use of electricity.

The Department of Industry and Trade shall proactively monitor, update, and promptly advise on regulations on safety management in electricity use in the province according to the provisions of Clause 8, Article 69 of the Electricity Law 2024 when ensuring relevant conditions; ensure the management of electricity safety and be responsible for the delay in advising on regulations leading to consequences for electricity safety in the province. At the same time, take the lead in monitoring, urging, and inspecting departments, branches, units, localities, Ha Tinh Electricity Company, and electricity service cooperatives to organize implementation; promptly report and propose to the Provincial People's Committee on related contents beyond its authority.
