The Ministry of Finance has just issued Circular No. 64 regulating collection levels and exemptions of a number of fees and charges to support businesses and people.

Accordingly, from July 1, 2025 to December 31, 2026, the fee for appraisal and issuance of electricity operation licenses will be exempted for cases of granting amendments and supplements to licenses due to changes in head office addresses when restructuring and reorganizing administrative units at all levels. This content is specified in the Table of fees for appraisal and issuance of electricity operation licenses issued together with Circular No. 106/2023/TT-BTC.

In addition, Circular 64 also stipulates a 50% reduction on 46 fees and charges during the same period.

Specifically, the reduced fees and charges include:

Fees for granting licenses for establishment and operation of banks and non-bank credit institutions, fees for appraisal of business of restricted goods and services in the commercial sector.

Fee for granting license to establish Commodity Exchange.

Fees for appraisal of certificates, licenses and certifications in the field of civil aviation; fees for registration of secured transactions for aircraft; fees for entering and exiting airports for international flights to Vietnam and customs fees applicable to international flights to Vietnamese airports.

Fees for granting licenses to send workers to work abroad for a limited period of time; fees for assessing and granting licenses for international and domestic travel services; fees for issuing, changing, and reissuing ID cards and passports; fees in the fields of health care and securities; fees for assessing construction investment projects...
