On the morning of September 28, at the coastal communes of Loc Ha and Co Dam, Ha Tinh province , SGGP reporters recorded moderate to heavy rain in waves, strong winds, high tides rising quickly, and murky waves.
Since early morning, along with continuing to help people reinforce their houses, move their properties, and implement the policy of evacuating people from vulnerable and key areas of Ha Tinh province, the authorities and functional forces of many localities of the province have made efforts to evacuate people in vulnerable areas to safe locations.


Evacuate people to safety
Mr. Tran Ba Toan, Chairman of Hai Ninh Ward People's Committee, Ha Tinh Province, said that on the morning of September 28, the locality evacuated about 348 households with 554 people to safe storm shelters at medical stations, schools and to households with tall, solid houses.

Song Tri Ward Police, Ha Tinh Province, helped evacuate people in affected areas to safety.


Mr. Tran Viet Chien, Chairman of the People's Committee of Cam Trung commune, Ha Tinh province, informed that the commune has evacuated 222 households with 375 people to safe shelters.

Authorities of Cam Trung commune, Ha Tinh province, are on duty at a checkpoint prohibiting vehicles from passing through the coastal defense route.
In addition, to proactively respond to storm No. 10, especially to ensure the safety of people and vehicles, the local government of Cam Trung commune has directed functional forces to set up barriers, warning signs and arrange forces to be on duty at checkpoints, prohibiting traffic on the coastal defense road connecting Cam Trung commune with Ky Xuan commune.
This is a route with a high risk of dangerous landslides from the mountains.

On the same morning, Song Tri Ward Police coordinated with local authorities to organize and deploy a plan to evacuate people to safety.
279 households with more than 642 people in Hai Thanh, Hai Phong 1 and Hai Phong 2 residential groups (Vung Ang) were urgently relocated to the former Ky Loi resettlement area (now in Song Tri ward).

Local authorities, people and functional forces in Dan Hai and Mai Phu communes (Ha Tinh province) continue to focus on reinforcing vulnerable landslide points along the coast and on Ta Nghen dike.
Faced with the unpredictable and complicated developments of storm No. 10, implementing the orders of the Military Region 4 Command and the Military Command of Ha Tinh province, Regiment 841 continued to mobilize nearly 100 officers and soldiers along with tools, vehicles, logistics materials, medicine... to key areas to support people and reinforce dikes.

On the same morning, in Cua Lo ward, Nghe An province , the weather was complicated, with prolonged heavy rain, high waves, and constant wind.




At Thu Thuy fishing port, many fishermen have urgently anchored their boats, proactively avoiding risks and ensuring safety in the face of unusual weather conditions.


On the same morning, Hue City Border Guard mobilized maximum force to help people in A Luoi 1 and A Luoi 4 communes harvest rice to avoid the storm.



At the same time, units on the land border are also coordinating with local authorities to review and plan to evacuate people to safety.



Faced with the complicated developments of storm No. 10, the Military Region 4 Command sent four working groups to key areas to directly inspect and direct storm prevention and control work.
Currently, units of Military Region 4 are closely coordinating with local Party committees and authorities to urgently complete all preparations, especially evacuating people from dangerous areas, reinforcing key works, bracing houses, and ensuring the safety of people and property.
Units in the entire Military Region 4 continue to proactively inspect areas at risk of landslides and flash floods, organize forces on standby, help people harvest crops, and guide boats to safe shelters. At the same time, the work of reinforcing barracks, warehouses, weapons, and equipment is also being vigorously deployed.
Colonel Ngo Nam Cuong, Deputy Commander of Military Region 4, said: “The path and trajectory of the storm are unpredictable, there are unexpected situations. The Military Region's viewpoint is consistent with the provinces and cities to prepare a plan one step further, focusing on evacuating people to safety. Second, to ensure smooth communication for all situations. Third, to prepare forces and means to be ready to respond when incidents occur, ensuring the safety of people's lives and property.”
By the morning of September 28, the forces had called on more than 23,000 vehicles/75,000 workers to enter anchorage areas to take shelter from the storm.
Military Region 4 has also directed the preparation of 116,940 regular troops and militia and more than 213 vehicles of all kinds, on duty 24/7, ready to respond to storm No. 10 when it makes landfall.
