Ha Tinh: Urgently mobilizing forces to respond to storm No. 10

Faced with the complex developments of storm No. 10, Ha Tinh province is urgently mobilizing maximum forces and means to reinforce key dykes and evacuate people from dangerous areas. At the same time, it is ensuring the safety of thousands of boats and workers at sea.

According to forecasts, Ha Tinh is one of the localities directly affected when storm No. 10 makes landfall. In the area, there are still many seriously degraded dikes, threatening the safety of hundreds of households in the dike area. Faced with this risk, the Military Region 4 Command has coordinated with Ha Tinh province to mobilize hundreds of officers, soldiers and people to reinforce vulnerable points, and at the same time, develop plans to evacuate people and organize boats to take shelter in safe places.

On September 27, at Hoi Thong dike (Dan Hai commune), hundreds of military officers, soldiers, police and people gathered to reinforce weak sections with thousands of sandbags, boulders and steel mesh to prevent rising sea levels.

Mr. Phan Vinh Tuy, Tan Ninh Chau village, said that this dike has been degraded for a long time. Every time there is a storm, the people are very worried. Now, thanks to the support of the armed forces to reinforce it, the people are somewhat reassured.

Hoi Thong dyke is about 18 km long, currently has 3 weak points due to erosion of the coast and protective forest. To ensure safety against storm No. 10, nearly 1,000 cadres, youth union members and people were mobilized to transport hundreds of cubic meters of rocks and sandbags to prevent erosion along a length of about 200 m.

Secretary of the Dan Hai Commune Party Committee Nguyen Trong Van said that the previous storm No. 5 had caused landslides in many sections, so the risk of the dike being damaged is very high. The commune, along with the military and local people, are making every effort to reinforce it to ensure safety. Along with that, there is a plan to relocate more than 600 households living inside to schools and cultural houses. In the long term, the commune hopes that authorities at all levels will pay attention and have a plan to build a more solid and safe dike.

Not only focusing on reinforcing the sea dike, at Cua Hoi anchorage area, hundreds of officers and soldiers of Ha Tinh Military Command and Military Region 4 were also present to support fishermen in anchoring their boats. Up to now, nearly 3,900 vehicles with more than 11,000 workers have entered safe shelters.

Colonel Nguyen Tu Tai, Deputy Commander of the Defense Command of Area 1, Nam Hong Linh, informed that more than 1,000 people are participating in supporting reinforcement and ensuring safety before the storm arrives. In particular, it is forecasted that when the storm makes landfall, it will be during high tide, which can cause waves 5-7 meters high. Therefore, the forces have deployed 4 on-site plans to ensure the safety of people and property.

Currently, the prevention of storm No. 10 is being urgently deployed by localities in Military Region 4 according to the "4 on-site" motto, in order to minimize human and property damage caused by natural disasters. Regarding forces, Military Region 4 has prepared more than 116,000 officers and soldiers ready to participate in storm response, including 15,000 regular troops and about 101,500 militiamen. Vehicles of all kinds include 1,213; including 635 cars, 31 special vehicles, and 547 boats.

Major General Le Hong Nhan, Deputy Commander and Chief of Staff of Military Region 4, said that Military Region 4 is mobilizing maximum forces, including the army, police, militia and people, to focus on reinforcing and protecting the dike system, to prevent saltwater from entering residential areas. In the immediate future, priority will be given to rescue and reinforcing the dike, then the focus will be on evacuating residents to safe places. At the same time, forces and means will be prepared for rescue in key areas. In addition, Military Region 4 thoroughly implements the principle of coordinating and mobilizing all forces to respond to natural disasters.

During the response process, the military will continue to increase support to localities, especially after the storm passes. Military Region 4 continues to closely monitor the storm, rain and flood developments; maintain 24/7 rescue and relief operations; and prepare forces and means to evacuate people in dangerous areas, deep flooding, landslides, and isolation. At the same time, the Military Region will deploy plans to ensure safety for tourists , fishermen, workers at sea, coastal areas, rafts, aquaculture areas and downstream dams. After the storm, the Military Region's armed forces will focus on overcoming the consequences, helping people quickly stabilize their lives and restore production.

According to forecasts, storm No. 10 (BUALOI) is expected to make landfall on the evening of September 28. When it reaches the mainland, storm No. 10 will be strong from level 10 to level 12. To cope with this scenario, Ha Tinh province plans to evacuate more than 15,000 households in vulnerable areas to safe shelters. Ha Tinh province also requested localities and units to organize evacuation, starting from 1:00 p.m. on September 27 and completing before 9:00 a.m. on September 28, 2025.
