Transport business units and bus stations must be public, transparent and comply with regulations on transport fares, prices and service fees at bus stations.
The Ministry of Construction has just sent a document to agencies and units in the industry regarding strengthening solutions to better serve people's travel needs and ensure traffic safety and order during the National Day holiday on September 2, 2025.
Tighten safety conditions, transparent transportation fees
Accordingly, the Vietnam Road Administration guides and urges the Departments of Construction of provinces and cities to direct passenger transport businesses to have appropriate transport organization plans, carry the correct permitted load, the correct number of people according to regulations, ensure capacity and quality of transport services; strictly check the safety conditions of vehicles and drivers before departure, require passengers to wear seat belts when being transported on vehicles; post information according to regulations.
The Department of Roads is responsible for coordinating with relevant agencies and local authorities to strengthen the management of transport business activities; handle the situation of "illegal buses, illegal stations", and overloaded vehicles. Coordinate to ensure security and order, inspect and detect to prevent the risk of fire, explosion, and terrorism that may occur in crowded areas (bus stations, on means of transport).
Direct road management areas to strengthen inspection and review of traffic sign systems, especially at intersections, roads with steep slopes, narrow curves, and limited visibility. Coordinate with functional forces to ensure security, order, fire prevention, fire fighting, and traffic accidents at toll stations, on main routes leading to and from Hanoi , Ho Chi Minh City, and key traffic hubs, tourist sites, entertainment areas, bus stations, wharves, train stations, and construction sites that often experience congestion.
Take timely remedial measures when traffic infrastructure incidents occur due to the impact of floods and accidents, especially on key traffic routes, areas at high risk of congestion, and intersections between secondary roads and main roads.
Direct BOT investors to develop plans and strategies to ensure security and order, and traffic flow at toll stations when traffic volume increases suddenly. Direct toll stations to promptly handle and clear vehicles to limit congestion before entering toll stations.
The Department of Construction of provinces and cities and the Ministry of Construction require effective implementation of solutions to control and reduce traffic accidents on roads under their management; require transport units to comply with traffic rules, prevent accidents on steep mountain passes and at railway crossings; and strengthen conditions to ensure rescue when incidents and accidents occur.
Strengthen coordination with the police force in checking the technical safety conditions of vehicles and drivers. Strengthen inspection of the implementation of legal regulations on business and conditions of transport business, especially focusing on regulations to ensure traffic safety for drivers of transport vehicles (speed, continuous driving time, carrying more people than prescribed).
Enterprises, organizations and individuals engaged in passenger transport business absolutely must not operate vehicles that do not meet technical safety conditions, have expired their service life or have expired inspection, or lack life-saving equipment for passengers under any conditions.
At the same time, it is responsible for reminding drivers and service staff to strictly comply with legal regulations on ensuring traffic safety and fire prevention and fighting; resolutely suspending drivers, vehicle operators or service staff who violate the above regulations.
Airlines plan to increase flights during peak days and arrange night flights to meet passenger travel needs.
Proactively increase flights
The Ministry of Construction requested the Civil Aviation Authority of Vietnam to strengthen flight safety control; direct the Vietnam Airports Corporation and Van Don International Airport, Vietnam Air Traffic Management Corporation, airlines, aviation service providers and Airports Authority to plan to increase human resources and equipment to better serve passenger transportation; arrange and provide full instructions at airports so that passengers know and collect their luggage in the correct designated areas; limit congestion and frustration for passengers.
Closely coordinate with the Department of Construction of provinces and cities with airports and functional forces to organize traffic flow, minimize traffic congestion on roads around the airport area, especially at Tan Son Nhat International Airport and Noi Bai International Airport.
Direct airlines to develop plans to increase flights during peak days, arrange night flights to meet passenger travel needs based on infrastructure and ensure flight safety; operate flight schedules to minimize delays and cancellations, especially during the holidays. Strictly implement the posting, announcement, and publicization of ticket prices and fares according to regulations.
Direct aviation service providers with ground transportation activities (fuel trucks, food trucks, passenger/cargo trucks, etc.) to strengthen inspection work, ensure service safety, and fire and explosion prevention and control when participating in traffic in the port area.
The Vietnam Maritime Administration is responsible for directing port authorities to promptly take measures to ensure safety and meet the travel needs of people on waterways from shore to the island when bad weather affects the transportation of ships and boats.
Coordinate with local authorities and functional forces (border guards, coast guard, etc.) to strengthen traffic safety assurance on coastal transport routes, waterway transport routes from shore to island, especially passenger transport vehicles from shore to island, and boats serving tourists.
Strengthen propaganda, inspection and urging ports, inland waterway wharves, ports and passenger wharves with high passenger travel demand to do a good job of ensuring traffic safety, fire and explosion prevention, carrying the correct number of people and permitted tonnage, and strictly implementing regulations on conditions for waterway transport business.
Urge the Departments of Construction of provinces and centrally-run cities to inspect cross-river passenger terminals, especially the compliance with regulations on ensuring life-saving equipment and carrying the correct number of people, the implementation of regulations on ticket prices, and fire and explosion prevention on vehicles. Resolutely suspend the operation of illegal cross-river ferry terminals, passenger vehicles that do not meet safety standards, violate regulations on registration and inspection, are not equipped with adequate life-saving equipment, and vehicle operators do not have appropriate licenses or professional certificates.
The Vietnam Railway Authority needs to step up the dissemination of laws on ensuring railway traffic safety to the people. Direct the railway authorities to strengthen coordination and inspection of the situation of ensuring railway traffic safety, especially in areas with many intersections between railways and roads where accidents frequently occur and traffic jams occur in major cities. Promptly prevent and strictly handle violations of traffic rules at level crossings and acts of encroachment on railway traffic safety corridors according to authority.
Vietnam Railways Corporation plans to increase the frequency of trains on main routes such as Hanoi - Ho Chi Minh City, Hanoi - Da Nang, Saigon - Da Nang and other regional routes; reduce ticket prices for policy beneficiaries. At the same time, improve the quality of passenger services on trains and at stations to ensure convenience and safety; promptly detect and handle ticket touts and illegal ticket sales...
The Ministry of Construction also requested the Department of Economics - Construction Investment Management to direct investors and project management boards to strengthen inspection of construction units to strictly ensure traffic safety when constructing works on roads in operation.
There is a plan to restore the road surface and appropriate construction measures to not affect people's travel. At the same time, drivers and vehicle owners transporting construction materials for projects must carry the correct tonnage according to regulations.
The Vietnam Register continues to focus on solutions to best serve the vehicle inspection needs of organizations, agencies, businesses and people. Coordinate the dissemination of regulations on transportation business.
"Agencies and units, based on their functions and tasks, shall promptly organize and deploy transportation services and ensure traffic safety during the National Day holiday on September 2, 2025; widely publicize on mass media the hotline number to receive people's feedback on transportation work and traffic safety situation; promptly direct and coordinate with competent agencies to resolve and overcome incidents and accidents that occur," the document of the Ministry of Construction stated.
