The planning of Hung Yen province for the period 2021 - 2030, with a vision to 2050 (Provincial planning) approved by the Prime Minister plays a particularly important role and significance for the development of Hung Yen province, concretizing aspirations, visions, viewpoints, goals, and development orientations for the whole province.
Hung Yen is located in the Northern key economic region, under the influence of the Hanoi - Hai Phong - Quang Ninh growth triangle, the Kunming - Lao Cai - Hanoi - Hai Phong international economic corridor and the Gulf of Tonkin economic belt. With its favorable location, Hung Yen has great potential to participate in the common development cooperation of the region and the whole country.
After more than 10 years of implementing the Master Plan for Socio-Economic Development of Hung Yen Province to 2020 approved by the Prime Minister in Decision No. 2111/QD-TTg dated November 28, 2011, many new factors of the country and the Northern Key Economic Zone have had a positive impact on the province. The province has made efforts to carry out administrative reforms, improve the investment and business environment, and enhance competitiveness. In the period of 2021-2023, the average GRDP growth rate of the province will reach 10.71%, more than double the average growth rate of the whole country (5.24%); the economic structure will shift towards industry and services accounting for the majority (in 2023, the agricultural and fishery sectors will account for about 7% of GRDP; in 2011, they accounted for 24%); State budget revenue always exceeds the plan (in 2023 it will reach 33,100 billion VND, in 2011 it will reach 4,058 billion VND). 2023 is the second year that Hung Yen is in the group of 10 provinces and centrally-run cities with the highest budget revenue and fastest economic growth rate; the province's economic scale ranking has risen to 16th/63; the provincial competitiveness index PCI is ranked 12th/63. Socio-economic infrastructure, strategic infrastructure, especially the transport system, industrial, urban and rural infrastructure, are invested synchronously with the largest number of projects and scale ever, including many works and projects of a driving force, creating a spillover effect to promote economic growth, such as: Investment project to build Ring Road 4 - Hanoi Capital Region; project to expand and upgrade the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway; Tan Phuc - Vong Phan road project, investment projects in construction and business of infrastructure of industrial parks and clusters...
The general context and local development practices have set forth the urgent task of implementing research and developing the Hung Yen Provincial Planning to 2030, with a vision to 2050, to meet the requirements of implementing the country's 10-year socio-economic development strategy for the period 2021-2030 according to the Resolution of the 13th National Congress of the Party as well as the requirements and development goals of the province in the new situation.
Pursuant to Decision No. 870/QD-TTg dated June 19, 2020 of the Prime Minister approving the Provincial Planning task, the Provincial People's Committee has organized the planning according to the prescribed procedures. The planning was approved by the Prime Minister in Decision No. 489/QD-TTg dated June 10, 2024.
The provincial planning for the period 2021-2030, with a vision to 2050, aims to exploit and maximize the resources, unique potentials, opportunities, and competitive advantages of Hung Yen such as its rich cultural and historical traditions; geographical location, favorable natural conditions, exploiting regional linkage strengths, etc., contributing to accelerating the process of implementing the goal of building and developing Hung Yen province to become increasingly prosperous and peaceful, becoming a strong, rich, civilized, cultured, and modern industrial province.
The development perspective of the province is defined in the Provincial Planning as: Rapid and sustainable development, creating a breakthrough in the speed and quality of economic growth on the basis of continuing to improve the investment and business environment, promoting administrative reform, applying modern science and technology, digital transformation, enhancing competitiveness, attracting investors, large enterprises, multinational corporations, large investment projects with modern technology; developing industrial parks, high-tech parks, industrial - urban - service parks, tourist areas, urban areas, service centers, trade, other functional areas with large scale, synchronous and modern infrastructure. Striving by 2030, Hung Yen province will become a modern industrial province, with economic scale and development level in the leading group of the country; synchronous and modern economic and social infrastructure system; industry is in the strong development group of the country; Sustainable development in the direction of green transformation based on the development of a circular economy and green economy; society develops in harmony with nature; cultural identity is preserved and promoted; people's material and spiritual life is improved; national defense and political security, social order and safety are ensured.
Vision to 2050, Hung Yen becomes a centrally-governed city; a smart, rich, civilized, cultured city, rich in cultural identity, fully promoting the core values of ancient Pho Hien culture; a livable place in the Red River Delta; a synchronous, modern infrastructure system; a connecting center between localities in the region and the whole country. Economic, social and administrative activities of the government operate mainly in the form of a digital economy and digital society. Manufacturing and service industries develop in a smart way with green economic models, circular economy and the goal of achieving net emissions of "0". Social sectors develop harmoniously. National defense, security, social order and safety are firmly ensured; people have a prosperous and happy life.
The provincial planning determines the organization of socio-economic activities of the province according to the spatial organization model of "2 dynamic regions, 2 economic corridors, 5 development axes, 3 growth centers". In which, the 2 dynamic economic regions include: The Southern development region is the urban development - science and technology - service - tourism and high-tech industry; the region preserves and promotes the core values of the ancient Pho Hien culture; rich in the cultural identity of the center of the Red River Delta. The Northern development region is the dynamic urban - industrial development region of the province associated with the capital Hanoi, Noi Bai international airport, important national and international economic - urban corridors (National Highway 5, Hanoi - Hai Phong expressway, Hanoi - Hai Phong railway) and Lach Huyen international gateway seaport (Hai Phong). The 2 economic corridors include: The regional industrial - urban corridor associated with National Highway 5 and Hanoi - Hai Phong expressway; Red River cultural - historical - ecological corridor, developing historical, cultural and ecological tourism associated with the "heritage" route along the Red River.
The provincial planning defines three strategic breakthroughs to build and develop the province, including: First, developing a synchronous and modern technical infrastructure system and social infrastructure, focusing on prioritizing the development of transport infrastructure, industrial park infrastructure, industrial clusters, urban infrastructure, new urban areas, cultural infrastructure, healthcare, education, training, energy infrastructure, telecommunications, irrigation, disaster prevention and climate change. Second, developing human resources, especially high-quality human resources on the basis of combining training, retraining and attracting high-quality workers from outside the province to meet the requirements of industrialization, modernization, digital transformation and implementation of high-tech investment projects in the province. Promoting the cultural identity of Hung Yen people "First the capital, second Pho Hien". Third, promoting the development of science, technology, innovation, digital transformation in all fields; Take advantage of the opportunities of the fourth industrial revolution, digital transformation associated with attracting universities, research centers, development, deployment, application of science, technology, innovation centers in the province.
With the approved targets in the Plan, the province proposes 8 key groups of solutions including: Based on the provisions of the law on public investment and the ability to balance the state budget, allocate priority investment capital for technical infrastructure and important social infrastructure to lead and attract investment from other economic sectors, creating resources to promote rapid and sustainable development of the province's growth engine areas. Develop high-quality human resources; closely link human resource development with the development and application of science and technology. Enhance the capacity of state management agencies on environmental protection. Apply the achievements of the industrial revolution to socio-economic development, especially to the production and business of the province's key products participating in the global value chain. Research and promulgate mechanisms and policies in various fields to attract resources for development such as: Mechanisms and policies for developing dynamic regions, policies to attract large investors, policies to develop industries producing environmentally friendly products, policies to support the development of small and medium enterprises. Research models and practices of global urban and rural development management to improve the management and implementation capacity of the government; apply advanced technical measures in urban and rural development management to ensure modern, civilized and environmentally friendly development. Implement well the work of ensuring national defense, maintaining political security, social order and safety. Deploy the development of action plans and regularly update, concretize, and integrate planning contents into specific programs, projects and plans.
In addition, all levels and sectors of the province need to focus on implementing key tasks such as: Reforming and building a modern, effective and comprehensive administration in terms of institutions and policies; administrative procedures; organizing an effective and efficient government apparatus, with competent, qualified and ethical officials; civil service regime; public finance; building a digital government and improving the quality of public services and the level of satisfaction of people and businesses. Improving the investment and business environment to ensure openness and convenience, enhancing provincial competitiveness; removing barriers that limit freedom of business, ensuring fair, equal and transparent competition. Promoting the attraction of private investment capital and foreign investment in priority investment sectors and fields; attracting large investment projects, applying modern technology, multinational corporations, large investors, and enterprises in the global supply chain. Developing key industries and platform industries; High-tech, modern, environmentally friendly, low-carbon industry. Developing service industries in which Hung Yen province has strengths and conditions for development, especially tourism, transportation, logistics, trade, science - technology, finance, banking, real estate, information, communications, education, training, healthcare, sports, entertainment, and resorts. Restructuring and developing agriculture towards high-tech agriculture, circular agriculture, organic agriculture, ecological agriculture, specialized production, large scale and high added value; developing flower growing areas, ornamental plants, specialties, crops, livestock and agricultural products in which Hung Yen province has strengths.
The provincial planning for the period 2021-2030, with a vision to 2050, is the crystallization of the comprehensive and drastic leadership and direction, deeply grasping the viewpoints and guidelines for national development of the Politburo, the Secretariat, the 13th Party Central Committee and the resolutions of the 19th Provincial Party Committee on the province's development orientation, and the socio-economic development plans of the Provincial People's Council and People's Committee. The planning opens up a new space and strong growth momentum, which is a premise for Hung Yen province to continue to rise, affirming its position on the path of sustainable development and deep integration in the new period.
