| Donating health insurance cards helps people in difficult circumstances have more opportunities to access healthcare services and be protected against the risks of illness. |
Ms. Phan Thi Thu, residing in Kim Tra ward, was deeply moved upon receiving her health insurance card from the Hue City Social Insurance (BHXH) and sponsoring organizations: “I understand that health insurance is a humane social security policy, demonstrating the profound concern of the Party and the State for the people. This card helps my family feel more secure in case of illness, reducing the financial burden when seeking medical treatment.”
Ms. Thu is one of 697 disadvantaged residents in Kim Tra ward who received health insurance cards from the Hue City Social Insurance Agency at the beginning of January 2026. This program is part of the annual "Giving health insurance cards to disadvantaged people, bringing a warm Tet to the poor in the Year of the Horse" campaign of the Vietnam Social Insurance Agency, with the hope that more and more people will receive healthcare and health protection through health insurance.
In reality, providing health insurance helps the poor and vulnerable have a more equitable opportunity to access healthcare services, while also preventing risks. In many cases of medical examination and treatment, those participating in health insurance have 80-90%, or even 100%, of their costs covered by the fund. Thanks to this, people can feel secure in their treatment, improve the quality of healthcare, enhance their mental well-being, and gradually stabilize their lives. The health insurance card also acts as a "lifeline," helping many disadvantaged households avoid falling into the vicious cycle of illness and poverty.
Mr. Mai Van Xuan, Vice Chairman of the Kim Tra Ward People's Committee, said: “In recent times, people in Kim Tra Ward have been severely affected by floods, and their lives and economy are still facing many difficulties. Receiving health insurance cards will allow people to access timely medical services, reducing the burden of medical costs. This is not only material support but also a very meaningful spiritual gift, and the activity has made an important contribution to ensuring social security and caring for the lives and health of people in the ward.”
Previously, on November 21, 2025, the Vietnam Social Security (BHXH) mobilized four banks to donate health insurance cards to provinces; of which, the Hue City Social Security was allocated a total of nearly 1.2 billion VND. In addition, the city's Social Security also called for the cooperation of agencies and businesses in the area and received over 170 million VND in donations. With a total donation of over 1.37 billion VND, the city's Social Security reviewed and compiled a list of 4,308 health insurance cards to be given to disadvantaged people living in the area, including ethnic minorities; students; and those from disadvantaged households.
Ms. Bui Thi Thu Ly, Deputy Director of the Social Insurance Department of Hue City, said: “Sharing the difficulties and losses that people are suffering after the storms and floods, we hope that these health insurance cards will be a timely support, helping people reduce their worries about medical examination and treatment costs. At the same time, this is also an encouragement for people to strive to overcome difficulties, stabilize their lives and continue to pay attention to and proactively participate in social insurance and health insurance to ensure social security for themselves and their families.”
