Every economic policy needs to be 'designed from life'

Speaking at the session on “Science and Technology – Innovation – Resilience to grow” within the framework of the Vietnam Private Economic Forum 2025 (VPSF), Mr. Nguyen Van Khoa, Vice President of the Vietnam Young Entrepreneurs Association, President of the Vietnam Software and Information Technology Services Association, General Director ofFPT Corporation affirmed: Vietnamese enterprises that want to grow cannot continue to go it alone but need to form a real cooperative ecosystem, and at the same time recommended that all economic policies need to be “designed from life”.

According to Mr. Khoa, while the Government is moving very quickly in the digital transformation process, perfecting the data infrastructure and national governance platform system, most businesses are moving slower. Many businesses, especially small and medium-sized businesses, are still confused.

The Vietnam Private Economic Forum 2025 took place on September 15-16 in Hanoi, hosted by the Vietnam Young Entrepreneurs Association.

However, Mr. Nguyen Van Khoa also said that thanks to the Government's pioneering work in digitizing data and deploying integrated platforms - especially the data sharing roadmap starting from January 1, 2026 - it is opening up a "golden opportunity" for the private sector. Enterprises that know how to take advantage of open data flows and integrate with national platforms will be the ones to move faster.

But going fast is not enough. According to Mr. Khoa, Vietnamese businesses need to change their mindset: "We cannot develop sustainably if we go alone. In this era, development means developing according to the ecosystem."

He cited the reality at FPT and its partner customers that strong businesses are not those that do everything, but those that know how to share capabilities – from technology, data, management, to the market. Forming production-consumption alliances and technology sharing networks will help small and medium-sized businesses avoid having to “start from scratch” every time they transform. “Even seemingly unique products like drones or medical data analysis systems cannot be created by a single business. We need to connect, share, and trust each other to go far. When we create an ecosystem together, we are not only stronger but also safer,” Mr. Nguyen Van Khoa emphasized.

Emphasizing the human factor, FPT General Director said that “this is the decisive link for the success or failure of innovation”. Vietnam is facing a serious challenge in human resources that know how to operate technology. It is not a lack of people, but a lack of people who know how to work with data, with AI, with digital management systems. Human resources that are not equipped with digital skills will turn technology into a burden, not an advantage.

In that context, Mr. Nguyen Van Khoa called on businesses to invest in internal training, cooperate with institutes and schools to build practical programs, and at the same time proposed that the Government have clear and accessible policies to support digital human resource training for small and medium enterprises - which account for more than 90% of the number of enterprises nationwide.

The notable highlight in Mr. Nguyen Van Khoa's speech was the proposal "Bringing life into the resolution" - a completely new approach: "We often say that we need to bring resolutions into life. But if the resolution does not originate from real life, it will be lame no matter how it is put. I suggest doing the opposite - we must start from life to write the resolution".

He believes that in every policy life cycle, there needs to be a period of “practical absorption” – through listening to businesses, analyzing behavioral data, and two-way dialogue. At the session, many businessmen shared Mr. Nguyen Van Khoa’s views and gave their opinions to help the private sector create greater momentum. According to Mr. Khoa, this is a “Dien Hong Conference” for businesses to contribute good questions and participate with the program makers.

The Vietnam Private Sector Economic Forum 2025 took place on September 15-16 in Hanoi, chaired by the Vietnam Young Entrepreneurs Association, with the participation of Government leaders, ministries, branches and more than 1,500 entrepreneurs, experts, and representatives of international organizations. Before the forum, from July to the end of August, 12 local-level dialogue rounds were held nationwide, recording more than 3,000 opinions from the business community. Typical opinions will be compiled into the Joint Statement and White Paper on Vietnam Private Sector Economic 2025, presented at the High-level Session on September 16, chaired by Government leaders.
