Recently, the office of the People's Committee of Thuan An City, Binh Duong Province, said that this unit has sent a report to the People's Committee of Binh Duong Province on "The progress of inspection and making of records of administrative violations against the act of transporting soil out of the Tan An apartment project (Tecco Luxury) of Tecco Southern Corporation Joint Stock Company in Thuan Giao Ward and Hung Dinh Ward, Thuan An City".
Thuan An City People's Committee inspected Tan An apartment project, located on National Highway 13, Thuan An City, Binh Duong, invested by Tecco Southern Corporation (Tecco Company) under Tecco Group.
On September 14 and 16, 2023, the Department of Natural Resources and Environment of Thuan An City coordinated with relevant units to work with representatives of Tecco Company on the legal documents of the project.
During the process, the authorities discovered that many vehicles were transporting soil from the project to the outside, but the investor could not provide documents permitting the exploitation and transportation of soil out of the area.
Thuan An City People's Committee directed functional units to request Tecco Company to maintain the status quo and only transport minerals when the competent authority grants a license according to regulations. At the same time, provide additional mineral exploitation licenses, no later than September 18.

On September 18, the Department of Natural Resources and Environment coordinated with the People's Committee of Thuan Giao Ward to draw up a record of administrative violation No. 19/BB-VPHC on the field of minerals against Tecco Company.
That is the error of "exploiting minerals other than minerals used as common construction materials within the scope of a construction investment project approved for investment by a competent state agency, but not yet permitted by a competent state agency for exploitation in cases where the competent state agency did not report to the competent licensing agency for permission".
Working with the authorities, a representative of Tecco Company admitted that in early September 2023, the unit transported soil out of the project with the volume of soil transported so far being about 3,600 m3.
Conducting field measurements of the land that Tecco Company had relocated, the authorities recorded that the tunnel had a total area of 4,600 m2, the company had dug and removed 3,400 m2 of land, 4m deep and 1,200 m2 with a depth of 1m.
Thuan An City People's Committee reported to Binh Duong Provincial People's Committee about Tecco Company's violation of legal regulations.
The total volume of soil excavated was about 14,800 m3. However, a representative of Tecco Company only confirmed that the amount of soil that the company had removed from the project was about 3,600 m3, the rest the Company used to fill the project area.
Thuan An City People's Committee said that according to regulations, the authority to handle administrative violations in the field of minerals against Tecco Company belongs to the authority of the Chairman of the Provincial People's Committee.
Therefore, the locality recommends that the People's Committee of Binh Duong province direct relevant departments and branches to advise the Chairman of the People's Committee of Binh Duong province to issue a decision to sanction administrative violations in the field of minerals against Tecco Mien Nam Company in accordance with the provisions of law.
In addition, the People's Committee of Thuan An City directed the Urban Management Department to inspect the construction process of the Tan An apartment project of Tecco Company to ensure that the Tan An apartment project is implemented in accordance with legal regulations.
