The Inspectorate of the Ministry of Education and Training has just announced the conclusions of its inspection of the direction and implementation of the Hai Phong Department of Education and Training's regulations on the grading of entrance exams for 10th grade high school in the 2024-2025 school year.

Accordingly, some examiners were not familiar with the regulations, leading to errors during the grading process. The grading record lacked a column for total score/number of score categories, making it difficult to compare scores during entry, thus increasing the risk of errors in score entry.
In the essay marking section, the Head of the marking team did not assign the examiners seats to mark the exam papers, and did not write the diagram on the board as prescribed. Some examiners in the first round still exchanged information while marking independently. Some examiners did not follow the essay marking process correctly. Specifically, there was a phenomenon where examiner 1 wrote on the candidate's paper; examiner 2 did not write the score in the margin as prescribed but wrote on each sentence on the candidate's paper.
In the Literature subject, examiner 2 did not score the individual answers but only scored the total score for the entire question. Examiner 1 crossed out the student's mistakes in red pen and directly scored the small ideas in the margins on the student's test. The unified score sheet of examiner 1 and examiner 2 was not included as required.
When checking the probability of some exam papers from several subjects graded on June 12th and 13th, it was found that the examiners did not follow the correct procedures, and some exam papers showed signs of irregularities.
The inspection team recommended that the Examination Board and the Department of Education and Training of Hai Phong review the history (specialized) exam papers and other subjects (especially those showing signs of irregularities) and take appropriate action in accordance with regulations.
The Hai Phong Department of Education and Training subsequently issued report No. 771/BC-SGDĐT regarding the implementation of this content in accordance with regulations.
Speaking more about the "irregularities" in the marking of the exam, the Inspector of the Ministry of Education and Training said that when the inspection team carried out their work, they discovered some unusual signs such as in the exam, candidates were writing straight lines but suddenly wrote italicized lines. There was a case where the first letter in the exam was capitalized in a fancy style. In addition, some candidates wrote one line apart or used a pencil to underline some words...
The inspection team made recommendations to the Examination Board and the Department of Education and Training of Hai Phong. These recommendations were adopted by implementing a joint grading system for papers showing signs of irregularities to ensure the most objective and comprehensive assessment possible.
The Inspectorate of the Ministry of Education and Training assessed that the Examination Board worked seriously, responsibly, and with a proactive attitude. The activities of the examination board were conducted rigorously, with only a few shortcomings and errors, which were promptly rectified.
