On the afternoon of July 11, the Office of the President held a press conference to announce the President's Order promulgating the Laws passed by the 15th National Assembly at its ninth session.

At the press conference, Deputy Head of the Office of the President Pham Thanh Ha announced the President's Order promulgating the following Laws: Law on Digital Technology Industry; Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy; Law on Science, Technology and Innovation; Law amending and supplementing a number of articles of the Law on Credit Institutions; Law on Personal Data Protection; Law on Participation in the United Nations Peacekeeping Force; and Law on Railways.
Providing information about the North-South high-speed railway project at a press conference, Deputy Minister of Construction Nguyen Danh Huy said that the Ministry has received a number of proposals from investors interested in participating in the project.

According to current legal regulations, the first step is to guide investors to complete the project proposal dossier. This completion must fully comply with the provisions of the Investment Law, which clearly states the detailed requirements that investors must meet.
At the same time, the Ministry of Construction will closely coordinate with the Ministry of Finance to comprehensively assess the benefits of converting investment forms from public investment to private investment.
"The assessment focuses on the benefits for the State, people and businesses, on the principle of caution and thoroughness," said Mr. Nguyen Danh Huy.
The Deputy Minister of Construction also said that the two ministries are coordinating to develop criteria for evaluating proposal documents. On that basis, the Ministry has sent a document to all interested investors, clearly stating the deadline for submitting documents. After receiving complete documents, the Ministry of Construction will work with the Ministry of Finance to evaluate and synthesize a report to submit to the competent authority for consideration.

Regarding sending forces outside the Army and Police to participate in UN peacekeeping activities, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense, informed at the press conference that experts and personnel in fields related to transportation, health, education, communications, and law can participate in peacekeeping forces, but must meet the United Nations' criteria and Vietnam's preparation.
"Currently, Vietnam has no shortage of human resources and the legal corridor has been opened for implementation. This demonstrates Vietnam's responsibility to the international community, diversifying the forms, subjects, and types of participation in UN missions," Senior Lieutenant General Hoang Xuan Chien stated.
Regarding policies and regimes, the Deputy Minister of National Defense stated that the Party and State always pay attention to forces performing special tasks in difficult and arduous positions, especially forces far from the Fatherland, performing tasks with many risks.
