A case was fined 22.5 million VND for trading and storing "pirated books"

On the morning of May 18, information from the provincial Department of Information and Communications said: Through management and monitoring of publication distribution activities in the province, on May 17, the Thanh Hoa Province Interdisciplinary Team for Anti-Illegal Printing coordinated with functional forces to conduct a surprise inspection of the LTH business household located at Sub-zone 6, Hai Hoa Ward, Nghi Son Town. During the inspection, a number of publications were discovered without invoices or documents showing their legal origin.

The provincial anti-piracy interdisciplinary team has drawn up a record and administratively fined Ms. LTH VND 22,500,000 and confiscated and destroyed the violating publications without invoices or documents showing legal origin according to the provisions of Clause 2, Article 29 of Decree No. 119/2020/ND-CP dated October 7, 2020 of the Government regulating sanctions for administrative violations in press and publishing activities.

In the province, there is currently 1 publishing house, 19 printing establishments with printing licenses according to regulations; 2 distribution companies (Thanh Hoa Book Distribution Joint Stock Company and Thanh Hoa Books and School Equipment Joint Stock Company); 5 book distribution companies and supermarkets; more than 70 book distribution businesses that are individual business households and more than 800 photocopying establishments.

Thanh Hoa Book Distribution Joint Stock Company alone has 1 affiliated center and 23 branches in districts and towns. The network of printing and publishing publications in the province has developed widely with the participation of many economic sectors. The publications are diverse and abundant, serving well the requirements and political tasks, propagating the Party's policies and guidelines and the State's laws, and meeting the information needs of the people. However, the situation of piracy is still complicated; pirated books of many genres are sold openly in many places. The pirates have many tricks to deal with the detection and handling of the authorities. This situation has violated the rights and legitimate interests of authors regarding intellectual property rights, causing great economic damage to publishers, loss of state budget revenue...

To protect their rights, the Department of Information and Communications of Thanh Hoa recommends that organizations and people need to raise awareness, not be greedy for cheap books, high discounts and unintentionally support smuggling, pirated printing and copyright infringement.

The provincial Department of Information and Communications continues to direct the provincial Interdisciplinary Team for Anti-Illegal Printing to coordinate with functional units to organize surprise inspections and checks and resolutely handle violations of the law in printing and publishing activities in the province.
