If Vietnam did not integrate with the world, there would be no “United Nations” apartment building. The integration journey is about to complete 30 years if counting from 1995 when Vietnam joined ASEAN and normalized diplomatic relations with the US.

The 1995 integration turning point became the next important historical milestone, after the success of the 1986 renovation turning point.

If innovation aims to open up and unblock the domestic market, integration aims to open up and unblock the world market. Vietnam shines again on the global economic trade map, after a long night of isolation, harsh embargo, and deadlock.

30 years of integration have created a new picture of Vietnam: from a poor, backward, and remote country after the war, it has become an open, bright, developing country at the world's upper middle income level and is rising to a higher position in the coming years.

30 years of integration have created new Vietnamese people: from those who have long been stuck in their own backyard, they have gradually boldly stepped into the ASEAN neighborhood and now confidently stepped out into the world.

In particular, young people have become global citizens when studying, communicating, and working with schools, organizations, and multinational corporations just like citizens of developed countries.

Of course, 30 years of integration also created many challenges such as hot growth, rapid urbanization, over-exploitation of resources, and serious environmental pollution in many places...

Meanwhile, management capacity has not kept up with development, the gap between rich and poor is too large, and there are many other cultural and social problems.

30 years is enough time to look back objectively, integration has brought us more joy than worry. Having entered the global playground, Vietnam cannot retreat or stop but must continue to participate deeply so that the country can develop more and more prosperously!

1995 was a turning point in Vietnam's international relations when our country witnessed three historical milestones:

– US President Bill Clinton announced the normalization of diplomatic relations with Vietnam (July 11);

– Vietnam and the European Union (EU) signed a framework agreement on cooperation (July 17);

– Vietnam officially became a member of the Association of Southeast Asian Nations (ASEAN) (July 28).

If normalizing relations with the US helps Vietnam have diplomatic relations with all five permanent members of the United Nations Security Council (China, France, Russia, UK, US), then joining ASEAN marks our country's official integration into the Southeast Asian region, the first step on the path to integration with the world.

Joining quite late, with a low starting point, but with continuous efforts over the past 30 years, Vietnam has strengthened its position in ASEAN by contributing to shaping the bloc's important strategies.

And from the position of a latecomer in integration, Vietnam has risen strongly to become one of the founding members of new-generation free trade agreements (FTAs) including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Regional Comprehensive Economic Partnership (RCEP) and many important bilateral FTAs ​​such as the EVFTA with the EU.

Today, Vietnam is among the top 20 countries in the world in attracting FDI capital and has become a production center in the regional and global supply chain of many large technology corporations such as Samsung, LG, Intel, Apple, GE, Foxconn, etc.

Thanks to deep international integration, there are more than 5.5 million Vietnamese people living, working and studying all over the world. On the other hand, more and more foreigners, including many ASEAN citizens, choose Vietnam as a place to start a business and make a living.

Looking back on the nearly 40-year journey of Renovation, I personally and the diplomatic sector are extremely proud of the country's achievements in all aspects, and of the international community's recognition and appreciation of an innovative, dynamic, and integrated Vietnam.

Among those achievements, international integration, focusing on international economic integration, has made great and important contributions, bringing breakthroughs to the comprehensive and historical development of the country, contributing to building the foundation, potential, position and international prestige of Vietnam as it is today.

International integration, in other words, means putting oneself in the flow of the times, serving the highest interests of the country in harmony with the common goals of the international community.

It can be said that diplomacy has played an important role in paving the way, breaking the siege and embargo, and opening up new development space for the country.

To date, we have diplomatic relations with 193 countries, strategic partnerships and comprehensive partnerships with 30 countries, an economic network with 230 countries and territories, a system of 16 free trade agreements and hundreds of international links in different sectors and fields.

Over the past 20 years, the memories, experiences and lessons learned from the "big battles" since I was a new multilateral diplomat in the industry, such as Vietnam hosting APEC Year 2006 for the first time, Vietnam joining the WTO in 2007, marking our participation in the global trade arena, are still unforgettable experiences for me today.

The past 10 years have been a period of vibrant integration for the country with a series of milestones such as: in 2013, for the first time Vietnam built a comprehensive, long-term strategy on integration until 2030;

Vietnam has negotiated and signed new-generation free trade agreements (FTAs) such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Vietnam-European Union Free Trade Agreement (EVFTA); Vietnam has successfully assumed important multilateral responsibilities as host of APEC Year 2017, along with many other important milestones.

I have a memorable experience filled with excitement, anxiety, determination and persistent effort, followed by overwhelming joy when the mission was successful.

That is the process of promoting the ratification of EVFTA. It took us more than 4 years since the end of negotiations in late 2015, and in early 2020, the European Parliament (EP) ratified EVFTA and the Investment Protection Agreement (EVIPA).

Although just two days before, some party groups and many parliamentarians continuously opposed the ratification, even demanding amendments to the content of the agreement, and at the same time creating pressure for the EP to vote on postponing the ratification of the agreement.

With the successful campaign for the EP to ratify the EVFTA, Vietnam is considered the Southeast Asian country with the most comprehensive agreement with the European Union. To date, the EVFTA is still the agreement with the highest level of commitment that a major partner has given to Vietnam.

Our country is developing rapidly in the context of profound changes in the world economy. If we cannot overcome new and complex challenges, achieving the goals of becoming a developed, high-income country will be very difficult.

In that context, deep and comprehensive international integration, associated with promoting the building of an independent and self-reliant economy, continues to be a strategic orientation, playing a decisive role in taking advantage of favorable factors, establishing a higher position in the global supply chain, and completing the goals set by the 13th Party Congress.

We are witnessing a sharp rise in trade protectionism and a trend of decoupling and shifting supply chains, especially in the technology sector. In addition, the world economy is undergoing fundamental and profound adjustments with the emergence of many new trends associated with green transformation, digital transformation, energy transformation and sustainable, inclusive growth.

This poses many opportunities as well as challenges for countries, including Vietnam.

Continuing to implement Vietnam's consistent and consistent policy on integration in the direction of "promoting comprehensive, deep, flexible and effective international integration for the benefit of the nation", "maximizing internal resources, taking advantage of external resources, in which internal resources, especially human resources, are the most important", I think that in the new situation we need to continue with three keywords, which are "innovation", "improvement" and "seizing opportunities".

Firstly, innovation in thinking to always have updated, profound and comprehensive views and assessments of the new context with many opportunities for integration and growth, while also posing many new and unprecedented issues for Vietnam. This is an important basis for us to identify new directions and new ways of doing integration with sensitivity, flexibility but with principles.

Second, constantly innovate the growth model and restructure the economy with competitive advantages based on science, technology and high-quality human resources, creating breakthroughs in capacity in a number of key economic sectors, aiming to enhance the self-reliance of the economy.

This is a key factor for Vietnam to compete successfully in seizing new opportunities, especially being ready to take the lead in new supply chain shifting trends.

Third, continue to build and perfect the policy and legal system towards transparency, promoting innovation, with the key goal of enhancing the competitiveness of the economy, improving the investment and business environment to be open, attractive and timely to meet new requirements.

I always feel proud and confident with the country's growing position, with the affection of international friends for Vietnam and am more certain about the integration steps as well as the achievements of integration for the country's development.

Since the 1980s, comprehensive economic integration has been the foundation of Vietnam's domestic and foreign economic policies.

Without hesitation, Vietnam has now become an important country in the center of the network of international trade and economic agreements.

From the day I first arrived in Vietnam, I was impressed by the determination and tireless efforts of the country's leaders, as well as its people, to overcome isolation and integrate into the global economy.

This determination has been consistently demonstrated by generations of Vietnamese leaders, even as the country faces crises and challenges in the global economy.

It can be said that the leaders' steadfast policies have brought about many remarkable "sweet fruits" for the Vietnamese economy.

Considering that when I arrived here 30 years ago, Vietnam was a small economy with a GDP of around 16 billion USD, and by 2023, Vietnam's GDP will surpass 430 billion USD, raising the country's economic scale ranking to 5th in Southeast Asia and 34th globally (data from the UK's independent Center for Economic Forecasting and Analysis CEBR).

According to the US Census Bureau, bilateral trade between Vietnam and the US from 1995 to 2023 increased 275 times, from 450 million USD to 124 billion USD.

Vietnam is currently the largest trading partner of the US in ASEAN and the 8th largest trading partner of the US. In turn, the US is Vietnam's largest export market.

Vietnam is becoming a powerful trade partner, as the country is a destination chosen by many foreign investors.

Looking back 30 years ago, Vietnam was still a country with one of the poorest economies in Asia, but you are now on track to become an upper-middle-income country, and a leading trading partner of the United States and many other countries.

Having pursued diplomacy with Vietnam for 30 years, and considering this country my second home, I am really not surprised by the achievements that Vietnam has made.

Every time I have the opportunity to meet Vietnamese leaders, I have witnessed in them a perseverance and a desire to make Vietnam a powerful country with a rich people and a strong country.

In this regard, Vietnam is rapidly moving up the global value chain. From a country that produced low value-added goods such as footwear or textiles, Vietnam is now being touted as a manufacturing hub for semiconductors and complex electronic devices.

I believe that investment in technical human resources and embracing innovation have facilitated this transformation in Vietnam.

Accordingly, I am proud that the United States has played an important role in investing in the education of Vietnam's talented young generation, as well as contributing capital and expertise to strengthen Vietnam's private sector.

Comprehensive economic integration has brought opportunities to escape poverty for millions of Vietnamese, promoting them to join the growing and developing middle class.

In my personal opinion, I feel that young Vietnamese people are increasingly connected to the world and have great aspirations. Vietnam's rapid growth rate is currently admired by the region and the world.

Malaysia will take over the ASEAN chairmanship from Laos later this year. We are aware that one of the important things for ASEAN is to ensure its centrality, to ensure stability and peace. That is how ASEAN can continue to prosper.

Vietnam and Malaysia have always been very self-reliant countries. We have extremely open economies with import-export turnover to GDP ratios both above 100%. In the context of the current trade tensions between China and the US, Malaysia, Vietnam and the entire ASEAN as a whole need to maintain a neutral, friendly political stance and not choose sides.

I think this is important. We have all seen the best benefits of ASEAN maintaining its centrality and being seen as a neutral, friendly region for all. Over the past few years, geopolitical challenges have caused global supply chains to be adjusted, redefined and redesigned towards ASEAN.

We can clearly see the wave of investment pouring into Vietnam, Malaysia, Singapore and many other ASEAN countries since then. This is the reason why ASEAN should be considered a stable region.

At the same time, ASEAN should also be seen as a region where it is easy to do business. We have the talent, the infrastructure and the energy. When we look at ASEAN, we see a region with a population of 670 million, half of whom are under 30 years old. The total GDP of the region is up to 3,800 billion USD, with a growth rate of 4-5%.

These things show that ASEAN is a very attractive region to do business in and make me believe that we are in a good position. As long as ASEAN continues to be self-reliant, the people of ASEAN will certainly benefit.

In our upcoming ASEAN Chairmanship, we will have to finalize the new ASEAN economic vision, as the current vision only extends to 2025. We want to see ASEAN strong, sustainable, inclusive growth. That means equitable and resilient development.

To do so, ASEAN as a bloc needs to improve. Malaysia is evaluating and considering upgrading the ASEAN Free Trade Agreement (ATIGA). This will play a key role in strengthening intra-ASEAN trade relations. There is still a lot of room for growth in intra-ASEAN trade.

In addition, ASEAN has been discussing digital transformation, green transformation and innovation methods.

We also need to talk about artificial intelligence (AI), the development of this technology, how we benefit from it and how we may be threatened by it. We need to ensure that these advances are tied to green energy and how our region can make use of the green resources that are available. ASEAN has great potential for sustainable development.

These are the areas that we want to focus on during Malaysia’s upcoming ASEAN chairmanship. We are finalizing the Priority Economic Engagement (PED) initiatives to be announced to ASEAN members at the start of our tenure.

Personally, I have always been a big believer in ASEAN. I was previously the CEO of CIMB Group. We are proud to be a pan-ASEAN bank, with a presence in all 10 member countries. As CEO here, I have always tried to strengthen CIMB Bank’s presence in Vietnam. That is because I believe in the benefits of ASEAN.

In 10 – 15 years, I hope that traveling between ASEAN countries will be easy.

When I worked at CIMB, I wanted to transfer staff from Vietnam to Singapore, from Singapore to Thailand… That required a lot of procedures and work permits, even if it was just an internal transfer within the group within ASEAN. That is one of the examples that we should find a way to solve.

I also hope that access to markets, exchange of goods, services and people within ASEAN will be easier. Data is also something that needs to be improved. In the context of technology development, data plays an extremely important role.

Of course, cybersecurity and data security are still issues to be concerned about. But I think we need to face them and address them, because they are the strength of ASEAN and will have a big impact on ASEAN integration.

Finally, I would like to see ASEAN as a stronger economic bloc, with deeper integration than it is now. Integration must take place not only at the government-to-government level but also at the business-to-business and people-to-people levels. In addition, ASEAN networks must be improved.

For the European Union (EU) market, just four years after the EU-Vietnam Free Trade Agreement (EVFTA) took effect in August 2020, Vietnam has firmly established itself as the leading ASEAN exporter to the old continent.

According to 2023 data, Vietnam's export turnover to the EU increased by nearly 50%, making Vietnam the bloc's leading trading partner among ASEAN countries.

If counted among economic blocs, ASEAN surpassed the EU to become China's largest trading partner in 2020.

In 2023, China-ASEAN bilateral trade reached US$468.8 billion, and ASEAN countries accounted for 15.9% of China's total trade with partners around the world.

According to statistics from the China Customs Administration, in the first 7 months of this year, ASEAN continued to hold the position of China's largest trading partner.

Meanwhile, taking advantage of the conditions of a number of trade agreements such as the ASEAN-China Free Trade Area Agreement (ACFTA) or the Regional Comprehensive Economic Partnership Agreement (RCEP), Vietnam stands out as China's largest trading partner in the ASEAN bloc.

According to the General Statistics Office, two-way trade between Vietnam and China in the first 7 months of 2024 reached nearly 113 billion USD.

The economic development of Vietnam and ASEAN is expected to be greatly influenced by the global trade picture, with the hot spot being the increasingly fierce competition between two major partners: the US and China.

US-China trade tensions escalated under former US President Donald Trump in 2019 and have now taken on a new form under President Joe Biden. The US has vigorously pursued a strategy of “de-linking supply chains from China”, making it difficult for other economies to find solutions to cooperate with both.

Responding to Tuoi Tre, Ms. Alicia Garcia Herrero, chief economist in charge of Asia-Pacific at Natixis Bank, commented that the normalization of relations with the US and joining ASEAN have played a key role in helping Vietnam benefit from the global economy's efforts to reduce risks.

However, in the context of US-China trade competition, the influence of the Chinese economy risks causing Vietnam to lose its "beneficial" position to countries like India.

For Vietnam, the economic story of 2024 will probably revolve around the “market economy” status. In early August, Vietnam expressed disappointment and asked the US to soon recognize Vietnam as a market economy.

“We are disappointed that the US Department of Commerce continues to designate Vietnam as a non-market economy. Although recognizing many positive changes in the Vietnamese economy in recent times, this decision does not fully reflect Vietnam's great efforts and achievements in building and developing a market economy that have been recognized by the international community,” Vietnamese Foreign Ministry spokesperson Pham Thu Hang emphasized.

Lim shared: "We want to create a space for Vietnamese people living in Singapore or Singaporeans in Vietnam to make friends, where they find the same, share and where they can belong."

According to Lim, the friendship between Vietnam and Singapore had a good start in building understanding, trust, mutual respect, and these are the foundations of all relationships.

"A good start also allows us to do more together. In that context, I expect our network to contribute to those opportunities, for connections between the two sides, for business opportunities ...", Lim excited.

SVYLN launched in August23 and up to now the network gathered about 110 members from 20-40 years old. These are experienced leaders in the business and professional field, along with students with strong leadership potential.

In January 2024, SVYLN members had a field trip to Nam Dinh province to learn more about Vietnam, better understand the history, culture, economy, as well as build more relationships.

On the occasion of International Women's Day this year, SVYLN organized an intimate event in Hanoi to honor female leaders who have achieved many achievements in many different fields, with the presence of leaders from Vietnam and Singapore. In May and June, SVYLN also held two community meetings respectively in Hanoi and Ho Chi Minh City.

As a member of SVYLN network, Singapore businesswoman Grace started a business of a wet tissue in Ho Chi Minh City from October 2023.

Ms. Tan said that in the past 10 years, she has been back and forth many times, witnessing many significant progress of the S -shaped country, including Ho Chi Minh City. "If Ho Chi Minh City predicts what will be like in the next 10-15 years, I think the growth rate will increase exponentially," Tan said.

Singaporean girl said there were many business opportunities in Vietnam but not all appeared right before her.

"I compare Vietnam as a blue ocean, when all opportunities are here but you cannot see it with the naked eye. It is not as clear as in New York, Japan or Silicon Valley," Tan said.

Grace started his business in Ho Chi Minh City with two local staff. Tan shared a foreign enterprise when they want to succeed in a strange market that requires the contribution of native speakers, so when the wave of foreign -invested enterprises come to Vietnam, the domestic labor force can catch and make good use.

"I feel Ho Chi Minh City has great potential. So I cheered the leader of young businesses from all industries, trusting that this city would bring your business a position in the region," Tan said and at the same time note, "The city has some barriers as some regulations for businesses are not really clear.
