According to the New York Times , next-generation artificial intelligence (AI) models require enormous computing power. This has raised concerns in the White House and Congress about a shortage of advanced chips.

A lack of high-performance chips could leave intelligence agencies lagging behind in operating AI tools for top-secret espionage operations.

The additional budget of up to $9 billion for purchasing advanced chips shows that AI is becoming a crucial element for both the US military and intelligence sectors.

AI assists intelligence agencies in processing massive amounts of data, proving particularly useful in missions to locate lost communications signals.

AI models are now being integrated into specialized platform systems designed to support the U.S. military, such as compiling lists of targets on the battlefield.

A portion of the $9 billion budget will be used to upgrade infrastructure compatible with Nvidia's Grace Blackwell superchip. This chip requires data centers to operate with extremely high power and specialized liquid cooling systems.

Nvidia typically releases new chip lines annually to enhance processing capabilities compatible with the most advanced AI models. The Blackwell line, launched last year, is now under strict US control, restricting its export to foreign countries.

The supply of advanced chips has become an increasing challenge for the global AI industry, as leading players like Anthropic, OpenAI, and Google continuously release more powerful AI models, which also require more advanced chip technology.

The AI industry is currently struggling to meet the growing global demand for high-end chips.

The shortage of high-end chips is occurring at both the Pentagon and U.S. intelligence agencies, amid the increasing focus of AI within the Trump administration.

A shortage of advanced chips is hindering the Central Intelligence Agency (CIA) and the National Security Agency (NSA) from testing the latest versions of ChatGPT, which require Nvidia's superchips to operate.

“The U.S. intelligence community needs cutting-edge technology, including advanced AI chips, modern AI models, compatible infrastructure, and high-quality human resources. All of this must develop at a pace commensurate with the complexity of the threats,” said Vinh Nguyen, former head of data science at the U.S. National Security Agency and now an AI expert at the Council on Foreign Relations.

In a statement responding to a request for comment from the New York Times , the White House declined to comment on the chip shortage or measures being taken to address it.

Nevertheless, White House spokesman Steven Cheung asserted that the U.S. remains a world leader in technology and is well-prepared to handle any problems that may arise.

According to the New York Times , even if the $9 billion budget is officially approved by the US Congress, intelligence agencies will still have to wait longer to be able to operate AI on advanced chips.

Simply put, data centers need to be upgraded to be compatible with the latest Blackwell chips. These centers already adhere to strict security standards, so upgrading the infrastructure won't happen quickly and may even take a considerable amount of time.
