According to the assessment survey of the Vietnam Federation of Commerce and Industry (VCCI), the PCI Index of Binh Phuoc in 2024 decreased slightly by 0.28 points; the component index "Transparency" increased by 0.31 points and increased by 13 ranks, ranking highest in the country (ranked 14th in 2023). Although the relative ranking results have not been included in the VCCI Top 30 list for the provinces and centrally-run cities with the best results, in recent years, the absolute score of the provincial PCI Index has been improved strongly and stably (in 2017 it only reached 56.70 points; in 2023 it reached 65.47 points; in 2024 it reached 65.19 points). VCCI's 2024 research results also show that in the 2006-2024 period, Binh Phuoc ranked 7th out of 63 provinces and cities in terms of the speed of improvement of the original PCI score (including 35 indicators maintained throughout the past) and continued to maintain its attractiveness as an investment location when businesses operating in the province recorded.
Regarding the Provincial Green Index (PGI), Binh Phuoc continues to maintain its position in the VCCI Top 30, ranking 26/30 provinces and cities, with the "Encouraging policies and support services" index increasing by 5 places compared to 2023, ranking highest in the country. Regarding the DDCI composite index, the business community positively assessed indicators such as Access to information, information transparency and digital transformation, Time costs and the role of leaders in both departments, branches and localities, with a significant improvement in scores compared to 2023.
In 2025, Binh Phuoc sets a target of striving to increase PCI, PGI and DDCI scores, ranking 2-3 places higher than in 2024 with 6 specific directions and tasks. In particular, continue to strengthen responsibilities, overcome limitations, create a favorable investment and business environment for enterprises. Complete the PCI Working Group after completing the Project on rearranging provincial and commune-level administrative units in 2025, in order to promote the strong development of private enterprises in the province. Combine improving other indicators such as PAR INDEX, SIPAS, PAPI and PII; continue to implement administrative reform tasks associated with digital transformation and ensuring information security. Carry out comprehensive digital transformation, prioritizing the promotion of the province's socio -economic development rapidly and sustainably; develop a safe and convenient digital environment to well serve the production and business needs of enterprises and the needs of people's lives...
Speaking at the conference, Vice Chairman of the Provincial People's Committee Tran Van Mi emphasized: The DDCI index has provided important information from objective assessments of the business community on the management capacity and management quality of public agencies. These are reliable guidelines for provincial levels and sectors to develop action programs, tasks, and practical solutions to better serve the needs of businesses, thereby contributing to improving and helping Binh Phuoc gain an increasingly better position on the overall PCI index rankings of the whole country.
To achieve the province's GRDP growth target of 10% in 2025 and aim for a double-digit growth rate in the following years, Vice Chairman of the Provincial People's Committee Tran Van Mi requested departments, branches, sectors, and chairmen of district, town, and city People's Committees (regardless of their positions in the coming time) to absorb the recommendations of the consulting unit and continue to review the indicators with low results, especially those directly related to the functions, tasks, fields, and areas under their management. From there, there will be specific and drastic solutions to thoroughly overcome and strongly innovate the working mechanism, leadership, direction, and management methods, in accordance with the development requirements in the new situation.
On this occasion, the Provincial People's Committee honored 8 units with the best DDCI achievements, at the department level including the Provincial People's Committee Office, the Economic Zone Management Board, the Tax Department and the Department of Culture, Sports and Tourism; at the district level including Dong Phu, Phuoc Long, Dong Xoai and Bu Dop.
