In 2025, Hai An district (Hai Phong city) plans to organize an auction of land use rights for 4 land plots with a total area of ​​61,451.16 m2 in Thanh To, Nam Hai, Dang Hai, and Dong Hai 2 wards.

The People's Committee of Hai An District has just sent an official dispatch to the People's Committee of Hai Phong City to report on the announcement of the plan and list of land plots to be auctioned for land use rights in the district in 2025.

Accordingly, implementing the provisions at Point a, Clause 5, Article 125 of the 2024 Land Law, the 2025 budget collection plan from land use rights auctions, Hai An District People's Committee informs about the plan and list of land plots to be auctioned for land use rights in the District in 2025. In particular, Hai An District will put 4 land plots into land use rights auction with a total area of ​​61,451.16 m2 in Thanh To, Nam Hai, Dang Hai, and Dong Hai 2 wards.

List of land plots for land use rights auction in 2025 includes: Land plot for the Commercial Housing Construction Investment Project in Thanh To ward, area of ​​5.407 ha, expected to build commercial housing for sale (with 167 townhouses), social housing (147 apartment buildings), kindergarten, commercial service area.

The land for implementing the Commercial Housing Construction Investment Project at lot CC1 and lot CC2 has an area of ​​4,403.0 m2 in Nam Hai 3 Resettlement Area, Nam Hai Ward, is expected to build commercial housing for sale (34 townhouses, 3 villas).

The land for implementing the Commercial Housing Construction Investment Project in Residential Group No. 6, Dang Hai Ward, on an area of ​​0.264 hectares, is expected to build commercial housing for sale (33 townhouses).

Finally, there are 3 plots of land belonging to the 1,200 m2 plot next to the cemetery, on map sheet number 10, Dong Hai 2 ward, on a total area of ​​0.032 ha to auction the right to use each plot of land for housing.

Previously, Hai Phong City had planned to bid for 43 land plots to implement the project in 2025 - 2026.

Of the 43 projects proposed to be included in the list, 26 areas (urban and rural residential area construction projects) will be subject to bidding according to point a and 17 areas (projects that must organize bidding to select investors according to regulations on industry and sector management) will be subject to bidding according to point b, clause 1, Article 126 of the 2024 Land Law.

All 43 of these land plots are expected to be auctioned in the 2025-2026 period. Land plots located in one locality will be auctioned by the District People's Committee, land plots located in two localities will be auctioned by the Department of Construction, and land plots located in economic zones will be auctioned by units under the Economic Zone Management Board.

Accordingly, there are 26 urban and rural residential areas that meet the criteria according to Resolution 13/NQ-HDND issued by the City People's Council on November 11, 2024. They are urban areas with an area of ​​20 hectares or more, rural residential areas with an area of ​​4 hectares or more, in cases where the State recovers land according to Article 79 of the 2024 Land Law, in accordance with planning, in accordance with the housing development plan, and the urban development program of Hai Phong.

Specifically, in Thuy Nguyen City, there are 7 areas, of which, the 46.07 ha land in Hoa Dong and Lam Dong communes is arranged to build an urban area combined with a sports service center and youth football training. The remaining 6 urban areas include the new Thuy Son urban area of ​​21.9 ha, the new urban area along Hon Ngoc river of 49.6 ha, the new urban area Dong Son - Hoa Binh of 26.65 ha, the Thuy Duong - Thuy Son urban area of ​​76.8 ha, the Dong Hon Ngoc Tan Duong - Hoa Dong urban area of ​​46.22 ha, the Tan Duong - Hoa Dong urban area of ​​52.39 ha.

In An Duong district, there are 5 areas, of which the 92-hectare land in Le Loi - Dang Cuong - Quoc Tuan communes is planned to build an urban expansion project - commercial services and workers' housing. The remaining 4 areas are planned to build urban areas including the urban area in Hong Thai commune of 21.81 hectares, the new urban area Hong Thai - Dang Cuong of 66.32 hectares, the new urban area in An Dong - Dong Thai commune - An Duong town of 45.76 hectares, the urban area of ​​An Duong town - Dang Cuong commune of 20.2 hectares.

In An Lao district, there are 4 land plots for building new urban areas and rural residential areas, including the urban area in An Tien - An Thang communes of 22.63 hectares, the new urban area of ​​An Lao town - An Tien commune - An Thang commune of 33.71 hectares, the new urban area in Quoc Tuan commune of 31.35 hectares, and the rural residential area in An Tien - Truong Thanh communes of 65.1 hectares.

Kien Thuy district has 3 areas, including Dong Phuong new rural residential area of ​​83.6 hectares, rural residential area in Thanh Son commune of 7.14 hectares, rural residential area in Thuy Huong commune of 10.03 hectares.

Along with 26 land plots proposed for bidding according to Point a, Clause 1, Article 126 of the 2024 Land Law, Hai Phong City People's Committee also proposed to include 17 land plots in the list for bidding according to Point b, Clause 1, Article 126 of the 2024 Land Law (projects must organize bidding to select investors according to regulations on industry and sector management).

That is, 7 land plots for social housing projects, of which An Duong district has 6 land plots proposed for bidding to select investors to implement social housing projects. Specifically, the social housing project in Bac Son commune - Nam Son commune is 26.2 hectares. The social housing project in Dang Cuong commune is 7.65 hectares. The high-rise apartment complex for social housing in An Dong commune is 5.64 hectares. The social housing area in Nam Son commune is 1.82 hectares. The social housing area in Dong Thai commune is 11.73 hectares. The social housing development project in Le Loi commune is 4.8 hectares. And Hong Bang district has 1 land plot for social housing construction in Bac Giang lagoon, Hung Vuong ward, 6.49 hectares.

Land for educational projects includes: land for construction of vocational education and driving test center (Thuy Nguyen city) 5.17 ha. Land for construction of kindergarten in Kien Thiet area, So Dau ward (Hong Bang district) 0.4 ha. Land for construction of high school in Dong Chuoi 1 area, Hung Vuong ward, Hong Bang 1.156 ha. Land for construction of educational complex in Kien An district 10.097 ha.
