Dear voters and people of the province!
After two and a half days of urgent, democratic, active and highly responsible work, the 17th Session of the 18th Provincial People's Council completed all the contents of the proposed program and was a great success.
At the meeting, the Provincial People's Council discussed and commented on 35 reports, unanimously passed 33 specialized resolutions in various fields and 2 resolutions on personnel work of the Provincial People's Committee, ensuring the stability and development of the province in 2024 and the following years.
On behalf of the Chairman of the meeting, I summarize the results as follows:
Firstly, the meeting discussed the situation and results of the implementation of socio -economic development tasks, state finance and budget, and public investment in 2023 and passed the Resolution on the socio-economic development plan, state budget estimates, budget allocation plan, and public investment plan in 2024 of the province.
The Provincial People's Council assessed that in 2023, together with the whole country, our province will carry out the task of socio-economic development in a context of many difficulties and disadvantages due to the rapidly and complicated developments in the world and the region, the export market is narrowed, production orders are reduced, demand is weak, input costs are high, some raw materials and machinery are difficult to access; the resilience of enterprises is eroded after the Covid-19 pandemic; in addition, natural disasters, droughts, and floods cause severe damage, affecting production, business activities and people's lives.
In that context, all levels and sectors in the province have made efforts to overcome difficulties, unite, seize opportunities, be proactive and flexible in directing and operating, contributing to completing and exceeding the plan of 25/28 main targets set. The economy maintained a good growth momentum, estimated at 7.14%, ranking 26th in the country; budget revenue exceeded the assigned estimate. Investment attraction is a bright spot, for the second consecutive year it is in the top 10 localities attracting the largest FDI in the country with a total capital of over 1.4 billion USD.
The quality of keyeducation continues to maintain its top position in the country; the field of health care and people's health care has achieved many achievements; the construction of new rural areas has achieved positive results; social security has been promoted; the program to support the construction and repair of houses for the poor and those with difficult housing circumstances has been implemented systematically, extensively, and with high efficiency. National defense - security, social order and safety have been maintained; foreign affairs have been maintained and expanded.
Our province has completed many major and very important tasks such as summarizing 10 years of implementing Resolution No. 26 of the Politburo and having the Politburo issue Resolution No. 39 on building and developing Nghe An province to 2030, with a vision to 2045; Completing the submission and having the Prime Minister approve the Provincial Planning for the period 2021 - 2030, with a vision to 2050; Mid-term review of the implementation of the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress...
In addition to the important results achieved, in 2023, there are still 3 targets that have not met the set plan, especially the target on economic growth rate, creating great pressure on the completion of the goals for the period 2021 - 2025; the progress of disbursement of public investment capital for some programs and projects is still slow.
Although administrative reform has had positive changes, it has not yet met the requirements; cadres and party members in some agencies and units have violated discipline, administrative discipline, and violated the law and have been prosecuted. Some sectors, localities, and units have not been resolute and proactive in advising and resolving work; coordination is sometimes slow and confusing, especially in compensation and site clearance for project implementation...
The Provincial People's Council assessed that 2024 is a pivotal year, of special importance in successfully implementing the tasks of the entire Party Congress term 2020 - 2025 and the 5-year socio-economic development plan for the period 2021 - 2025.
Meanwhile, the forecast of the world economy in particular and the international situation in general may continue to develop in a complex and unpredictable manner with many new difficulties and challenges. In the country, besides opportunities and advantages, there are still many limitations, shortcomings and difficulties. The Provincial People's Council basically agrees with the groups of solutions mentioned in the reports submitted to the meeting, and emphasizes:
Firstly: Proposing the Provincial People's Committee, all levels, sectors and units to continue promoting the spirit of solidarity and unity; being proactive, innovative and creative; being resolute, timely and flexible; having a focus and key points; organizing the implementation of tasks with determination and efforts, achieving the highest efficiency, focusing on programs and projects to implement the Resolutions of Party Congresses at all levels, Resolution No. 36 of the National Assembly, the Action Program of the Government and the Provincial Party Committee on implementing Resolution No. 39 of the Politburo; focusing on completing the consultation and development of specific mechanisms and policies to specify the implementation of Resolution No. 39 in the second quarter of 2024.
Second: Continue to synchronously implement solutions to remove difficulties and obstacles, boost production and business, promote growth in industries and sectors; speed up progress, soon put investment projects into operation, especially large-scale FDI projects. Mobilize investment resources to effectively organize and implement key projects, such as: Construction of Cua Lo deep-water port; Vinh International Airport, Quynh Lap gas-fired power project; accelerate the completion of the Eastern expressway; coastal road, Vinh - Cua Lo boulevard; expand the administrative boundaries of Vinh city; expand the Southeast Economic Zone to create new momentum and development space; effectively implement the arrangement of administrative boundaries in phase 2 to ensure stability, peace for the people and the area.
Third: Focus on directing the effective implementation of provincial planning; strengthen urban and housing planning and development; continue to focus on handling suspended projects, slow-progress projects and projects using land for the wrong purposes in the province. Proactively and effectively implement solutions to promote disbursement of public investment capital in 2024 from the beginning of the year; speed up the implementation of 3 National Target Programs.
Successfully carry out the task of collecting the state budget in 2024; strengthen solutions to prevent revenue loss, reduce tax arrears, manage effectively, and save budget expenditures. Strengthen links with localities in the North Central and Central Coast regions, especially localities in the North Central sub-region.
Four is: Continue to promote administrative reform, especially administrative procedure reform, improve public ethics, improve the investment and business environment; tighten discipline, promote the exemplary role of leaders; boldly, resolutely and drastically transfer and handle cadres, civil servants and public employees who work sluggishly, and have public opinion reflecting harassment in the performance of public duties.
Five: Continue to perform well the tasks of education and training, improve the quality of comprehensive education, maintain key educational achievements; speed up the progress of merging Nghe An Pedagogical College and Nghe An School of Culture and Arts into Nghe An University of Economics and change the name to Nghe An University.
Focus on health care for the people; promote the development, application and transfer of new techniques and specialized techniques in medical examination and treatment. Focus on vocational training, job creation and implementation of social security policies.
Maintain national defense - security, social order and safety in the area. Implement well the regulations on grassroots democracy, receive citizens, resolve complaints and denunciations; promote people's strength, create solidarity and consensus among the people to effectively implement development policies of the province and locality.
Second: The Provincial People's Council discussed and reviewed the report on the results of thematic supervision of the implementation of resolutions on mechanisms and policies for investment in socio-economic development in the province from the beginning of the 2021-2026 term to present. On that basis, the session unanimously approved the Resolution to improve the effectiveness of the implementation of the Provincial People's Council's Resolutions on mechanisms and policies for investment in socio-economic development in Nghe An province. The Provincial People's Committee is requested to promptly develop a plan, seriously implement the Resolution to achieve high efficiency; periodically report the results to the Provincial People's Council.
The Provincial People's Council questioned two groups of issues on the management and effective use of land originating from state-owned farms and forestry farms and Youth Volunteer Teams and solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39 of the Politburo.
The results of the question and answer session showed that the issues selected by the Provincial People's Council are timely, practical, suitable to the current situation, and meet the concerns of voters and the people. The Provincial People's Committee, departments, branches, localities and related units are requested to seriously implement the conclusions; the promises and commitments made to the Provincial People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process of related units, organizations and individuals.
Third: With the spirit of continuing to innovate and improve operational efficiency, in the next sessions, the Provincial People's Council will minimize the time spent presenting reports of the Provincial People's Committee, Provincial People's Council committees and related units, spend more time discussing and clarifying issues of concern to delegates and voters; conduct questioning of members of the Provincial People's Committee in general areas such as: Investment, finance, agriculture, industry and trade, construction, transportation, culture, education, health, science and technology... to cover broader, more comprehensive, more topical issues and promote more fully the responsibilities of the sectors.
Requires leaders of the Provincial People's Committee and commanders of sectors to prepare thoroughly, grasp the issues, and always be ready to answer questions and clarify the contents raised by the Provincial People's Council delegates and voters. Proposes the Standing Committee of the Provincial People's Council to direct the Provincial People's Council Committees and the Provincial People's Council Delegation Groups to promptly review and prepare relevant contents so that the discussion and questioning sessions are truly effective and of high quality, creating strong, fundamental and long-term changes in each field.

The results achieved in 2023, along with the spirit of solidarity and consensus in the entire Party, government and people being increasingly promoted, the Provincial People's Council is very confident and expects that our province will seize opportunities, overcome challenges, and achieve the highest socio-economic development plan in 2024, contributing significantly to the successful implementation of the plan for the entire period of 2021 - 2025.
In the remaining days of 2023, it is recommended that all levels, sectors, agencies and units continue to review and strive to complete the year's targets at the highest level; Carefully prepare for people to enjoy the Spring Festival to welcome the Lunar New Year of Giap Thin 2024, especially social security work, taking care of policy families, people with meritorious services, and the poor; focus on ensuring security and order, traffic safety, food safety; well manage festivals and cultural activities before, during and after Tet...
