
Inspecting the above locations, Chairman of Thanh Oai Commune People's Committee Vu Quynh requested the forces to proactively prepare prevention and control plans in advance, not to be subjective and negligent, to avoid heavy rain and storms causing flooding, affecting people and property.
Previously, to proactively respond to unfavorable weather conditions caused by storm No. 3, since July 17, the patrol and guard duty on the Day River dike in the commune has been strictly maintained in accordance with regulations. The spirit of high vigilance in responding to any adverse weather developments has always been promoted.

Thanh Oai Commune People's Committee promptly issued a Decision to establish the Commune Civil Defense Command Committee, replacing Decision No. 97/QD-UBND dated July 10, 2025, to perfect the command and response apparatus.
In particular, on July 20, the Commune People's Committee held an urgent meeting, requesting the departments, agencies and branches of the commune to review and prepare storm response plans. The Chairman of the Commune People's Committee directed the organization to be on duty 24/24 hours, closely monitor the storm's developments, and at the same time requested the Center for Culture - Information and Sports to increase broadcasting time to propagate and warn people about natural disaster prevention and control.

The working group of the commune requested regular reporting on the storm situation in villages throughout the commune, especially the villages along the Day River, regularly organizing safety inspections of construction works, reviewing and preparing human resources, materials, means and equipment according to the approved plan, following the motto "4 on-site" to be ready to respond to all situations. Residential areas along the river (low-lying areas on the Day River with high risk) are also regularly inspected to promptly handle situations, protecting the safety of people and property.
Previously, the storm on the afternoon of July 19 caused some initial damage to infrastructure, but no casualties. Immediately after the storm passed, the recovery work was urgently deployed. The forces of officers, soldiers, police, militia, self-defense forces, political and social organizations were mobilized, ready to respond when required.

The Economic Department has prepared and distributed 20 raincoats, 20 helmets, 20 pairs of boots, and 5 flashlights to members of the Commune Civil Defense Command and the forces directly serving the work of preventing and fighting natural disasters. The Commune has also signed a contract with a unit to be ready to supply materials when necessary.
