
The competition aims to promote emulation movements, raise awareness and responsibility among Party committees and authorities at all levels, and enhance the self-reliance and initiative of agencies, units, households, and the people in preserving the environmental landscape and urban order, in conjunction with building new rural areas and civilized urban areas, fostering an elegant and civilized lifestyle for Hanoi residents, and contributing to building a bright, green, clean, beautiful, civilized, and safe capital city.
In particular, this is not just a competition, but also an opportunity to raise awareness and responsibility among officials, Party members, and the people in preserving the environment and building a civilized and safe lifestyle in residential areas.

At the conference, the People's Committee of the commune announced the Decision to establish four judging teams for the "Maintaining a Bright, Green, Clean, Beautiful, and Safe Village" competition. The inspection teams are tasked with conducting on-site inspections and evaluating the results of the competition in the villages within the commune according to a specific, transparent, and objective system of criteria.
The scoring criteria include: the leadership and management of the Party branch and village leaders; the guiding and managing documents implementing the Resolution of the Commune Party Committee and Plan No. 32/KH-UBND dated July 23, 2025 of the Quoc Oai Commune People's Committee; supporting documents such as the village Party branch resolution on responding to the competition; the village's implementation plan; promotional materials (banners, billboards, loudspeakers, leaflets, etc.); and reports on the results of actual implementation.

Evidence of the achievements includes: Images of villages, village roads, and alleys: Bright, green, clean, beautiful, and safe. Changes in landscape, environmental sanitation, and rural scenery. Active participation of the local community.
The competition will run from July until the end of 2025, applying a scoring mechanism based on a maximum score scale, with criteria related to leadership, communication, and environmental protection being given special priority.
Villages achieving 65 points or more will be considered for awards based on a structure including monthly and annual prizes. The special prize is worth 4 million VND, the first prize is 3 million VND, the second prize is 2.5 million VND, the third prize is 2 million VND, and there are two consolation prizes of 1 million VND each.
