On the morning of July 28, in Hanoi, Minister of Education and Training Nguyen Kim Son worked with the delegation of the Central Steering Committee on science, technology development, innovation and digital transformation.
At the meeting, Deputy Director of the Department of Science, Technology and Information ( Ministry of Education and Training ) Dang Thi Oanh said: As of June 2025, the Ministry of Education and Training has completed the digitization of about 50,000 educational institutions; more than 27 million electronic student records, over 1.4 million teacher records and more than 115,000 records of managers and employees. This data has been connected, identified, authenticated and added to the national population database with about 24.3 million teacher and student records.
Notably, from 2022 to present, each year more than 1 million candidates have registered online for the high school graduation exam as well as for university and college admission, clearly demonstrating the effectiveness of digital databases in serving learners.
In higher education alone, by the end of June 2025, the Ministry of Education and Training had digitized 470 training institutions; more than 177 thousand electronic records of staff, lecturers and employees; over 4 million student records; more than 34 thousand information on training programs and more than 9 thousand information on training sectors. The system also stores more than 44 thousand information on science and technology tasks and 117 articles published domestically.
Along with that, more than 101 thousand learners; more than 10,400 teachers, managers and 208 vocational training institutions have also been digitized, contributing to completing the digital transformation picture of the whole industry.
Speaking at the meeting, Minister of Education and Training Nguyen Kim Son affirmed: The education sector database is an important foundation, not only serving statistics but also promoting effective connection and management. At the same time, he acknowledged the companionship and support of the Ministry of Public Security, central ministries, sectors, enterprises and relevant agencies in building a database system serving the state management of the sector.
The Minister also cited the application of digital transformation in some stages of the high school graduation exam and university and college admissions in recent years as a vivid and clear demonstration of the benefits of a national database. From this result, Minister Nguyen Kim Son expressed his hope that in the coming time, a national database of teaching and research materials will be built to serve the professional management, training and scientific research of the education sector.
Acknowledging the achievements of the Ministry of Education and Training in building a sectoral database, Deputy Minister of Public Security, Head of Working Group No. 3, Senior Lieutenant General Nguyen Van Long emphasized the requirement to develop a national database platform according to the principle of "correct-sufficient-clean-living".
To achieve this goal, the Deputy Minister of Public Security suggested reviewing the digital infrastructure of the education sector, ensuring consistency from the central to local levels and seamless connection with the national database. Currently, data on students registering for high school graduation exams and university entrance exams can serve the Ministry of Education and Training in management and operation, contributing to improving the quality of education and training.
Senior Lieutenant General Nguyen Van Long emphasized that the Ministry of Education and Training needs to continue to resolutely direct the digital transformation work, while closely coordinating with specialized units to build a data architecture for the entire education sector. This architecture is not only national in nature, but can also be interconnected and connected with international data to serve the needs of sharing, cooperation and integration.
At the same time, it is recommended that the Ministry of Education and Training soon develop a specific plan, clearly defining the responsibilities of each unit and the results. In particular, ensuring the safety and security of the system must be considered a top priority; first of all, it is necessary to focus on developing a database that directly serves administrative procedures and general management work of the Government, especially in the context of implementing a 2-level local government model.
