Improving the effectiveness of the "one-stop, on-site" administrative mechanism

The Management Board of Da Nang High-Tech Park and Industrial Zones is being proposed to supplement the function of direct State management over the Da Nang Free Trade Zone and perform a number of tasks and powers related to planning, investment, environment, construction, labor, goods... in the Da Nang High-Tech Park, Da Nang Concentrated Information Technology Park, industrial parks and functional areas of the Da Nang Free Trade Zone. This is expected to improve the effectiveness of the "one-stop, on-site" administrative mechanism.

Since February 2019, the Management Board of Da Nang High-Tech Park and Industrial Zones has been authorized by the City People's Committee to appraise and approve environmental impact assessment reports for projects in Da Nang High-Tech Park and industrial zones in the city. In addition to environmental records, many specialized functions and tasks within the scope of Da Nang High-Tech Park and industrial zones have been authorized by the City People's Committee to the Management Board of Da Nang High-Tech Park and Industrial Zones to perform such as granting work permits, confirming collective labor agreements, appraising basic designs, etc.

With the above decentralization and authorization, since 5 years ago, businesses have highly appreciated the city's administrative reform efforts as well as ensuring the implementation of the "one-stop, on-site" administrative mechanism, creating favorable conditions to support investors in putting projects into operation soon, reducing the time for businesses to handle procedures.

Over the past 5 years, the Management Board of Da Nang High-Tech Park and Industrial Parks has been decentralized and authorized by the central ministries, branches, and the People's Committee of Da Nang City to handle most administrative procedures in Da Nang High-Tech Park, Da Nang Concentrated Information Technology Park and industrial parks in most fields such as investment, trade, land, planning, construction, environment, labor, etc.; effectively implementing the "one-stop, on-site" administrative mechanism, contributing to reforming and simplifying administrative procedures, creating favorable conditions for business activities.

According to the provisions of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, the Management Board of Da Nang High-Tech Park and Industrial Parks is assigned to perform a number of tasks and powers related to planning, investment, environment, construction, labor, goods... in Da Nang High-Tech Park, Da Nang Concentrated Information Technology Park, industrial parks and functional areas of Da Nang Free Trade Zone.

Deputy Director of the Department of Natural Resources and Environment Vo Nguyen Chuong said that, in the content of Resolution No. 136/2024/QH15, for projects within the scope of Da Nang High-Tech Park, Da Nang Concentrated Information Technology Park, industrial parks, the Management Board of Da Nang High-Tech Park and Industrial Parks has the authority to appraise and approve the results of appraisal of environmental impact assessment reports under the authority of the City People's Committee; to grant, change, re-issue, adjust and revoke environmental licenses under the authority of the City People's Committee and the People's Committees of districts.

In addition, in the functional areas of the Da Nang Free Trade Zone to be formed in the future, the Management Board of the Da Nang High-Tech Park and Industrial Parks also appraises and approves the appraisal results of environmental impact assessment reports of projects under the authority of the Ministry of Natural Resources and Environment and the City People's Committee; grants, changes, re-issues, adjusts, and revokes environmental licenses for projects under the authority of the Ministry of Natural Resources and Environment, the City People's Committee, and the People's Committees of districts.

“For the first time, the Ministry of Natural Resources and Environment has directly delegated the authority of the ministry to an agency under the provincial People's Committee. With the above-mentioned authority of the Management Board of the High-Tech Park and Industrial Parks of Da Nang, foreign enterprises and investors will benefit from and be facilitated by this “one-stop, on-site” management mechanism. Through this, the PCI (provincial competitiveness index), PAR Index (administrative reform index), PAPI (provincial public administration and governance performance index)... of the city will certainly be further improved,” said Mr. Vo Nguyen Chuong.

Head of the Management Board of the Da Nang High-Tech Park and Industrial Zones Vu Quang Hung informed that the city is currently waiting for central ministries and branches to comment on the dossier and documents proposing to supplement the functions and tasks of the Management Board of the Da Nang High-Tech Park and Industrial Zones according to the content of Resolution No. 136/2024/QH15 of the National Assembly.

Accordingly, recently, the City People's Committee issued Official Dispatch No. 6580/UBND-SNV dated November 19, 2024 requesting central ministries and branches to comment on the draft project and document to submit to the Prime Minister for approval to supplement the functions and tasks of State management for the Management Board of the High-Tech Park and Industrial Parks of Da Nang.

In particular, the city proposed to add the function of State management for the Da Nang Free Trade Zone; organize the provision of public administrative services and other support services related to investment, production and business activities for investors in the free trade zone.

In addition to the functions and tasks prescribed in Decision No. 1296/QD-TTg dated October 3, 2018 (on the establishment of the Management Board of the Da Nang High-Tech Park and Industrial Parks) and Decision No. 892/QD-TTg dated June 8, 2021 (amending and supplementing Decision No. 1296/QD-TTg) of the Prime Minister, the Management Board of the Da Nang High-Tech Park and Industrial Parks is proposed to be assigned to perform additional tasks as prescribed in Resolution No. 136/2024/QH15 of the National Assembly.
