Improve standards for safe loading of goods on cars

On the morning of September 12, the Traffic Police Department of Ho Chi Minh City Police Department coordinated with NS Bluescope Vietnam Co., Ltd. to organize a scientific workshop on Standards for safe loading of goods on cars at Phu My I Industrial Park, Phu My Ward, Ho Chi Minh City.

Attending the workshop were Lieutenant Colonel Hoang Ba Tuan, Deputy Head of Traffic Police Department, Ho Chi Minh City Police; Mr. Vo Minh Nhut, General Director of NS Bluescope Vietnam Co., Ltd., Mr. Nguyen Thanh Bang, Deputy General Director of Production; Major Phan Thanh Hong, Deputy Head of Industrial Park Police Station; Major Do Long Vuong, Deputy Head of Phu My Ward Police and representatives of factories and companies producing iron, steel and corrugated iron in area 2; and businesses operating in freight transport in Phu My Industrial Park.

Reporter of Traffic Police Department of Ho Chi Minh City Police reported on the current situation of accidents and violations in transporting goods in the area.

Recently, the traffic order and safety situation in area 2, Ho Chi Minh City (formerly Ba Ria - Vung Tau province) has had many complicated developments. In particular, the situation of transporting goods by car without fully complying with regulations on loading and securing, causing traffic safety risks, has been and is happening.

Mr. Nguyen Thanh Bang, Deputy General Director of Production of NS Bluescope Vietnam Co., Ltd. introduced the company's international standards and safe loading procedures.

On June 30, the Ministry of Construction issued Circular No. 12/2025/TT-BXD regulating the load and size limits of roads; circulation of oversized vehicles, overloaded vehicles, and tracked vehicles on roads; oversized and overweight goods, transportation of oversized and overweight goods; loading of goods on road vehicles; granting of circulation permits for overloaded vehicles, oversized vehicles, tracked vehicles, and vehicles transporting oversized and overweight goods on roads.

Based on current legal regulations and local practical situations, in order to create a legal corridor and safety standards for loading goods onto cars, the Traffic Police Department of Ho Chi Minh City Police Department has developed a plan to organize a " Scientific Workshop on Standards for Safe Loading of Goods on Cars".

Traffic police force guides delegates to participate in building a set of regulations and specific criteria on the way of lining up on cars.

Overview of the workshop.

At the workshop, representatives of the Management Board of industrial parks, factories, iron, steel and corrugated iron manufacturing companies; and businesses operating in the freight transport business in the area were reported by the Traffic Police Department of Ho Chi Minh City Police to have an overview of traffic safety work in the area.

Within the framework of the conference, Mr. Nguyen Thanh Bang, Deputy General Director of Production of NS Bluescope Vietnam Co., Ltd. introduced international standards and safe loading procedures of the enterprise: Situation of transporting 10-ton steel coils, experimenting with friction coefficients, testing the steel coil lashing system. From there, he provided instructions on lashing steel coils, instructions on lashing shaped steel and the management implementation process at NS Bluescope for representatives of enterprises attending the conference to refer to and apply.

In addition, delegates were able to directly visit and experience the technical process of lashing goods at NS Bluescope factory. Through answering the opinions, suggestions, concerns and difficulties of businesses with the Traffic Police force, delegates were able to understand the importance of lashing goods properly; grasp the requirements for lashing equipment, lashing methods and inspection to ensure labor safety and traffic safety.

Delegates attended a direct tour and experienced the cargo lashing technical process at NS Bluescope factory.

At the end of the workshop, the Traffic Police force coordinated with representatives of the Management Board of Industrial Parks in Region 2, Ho Chi Minh City to organize a signing ceremony of a commitment to implement regulations on loading and transporting goods to ensure safety for representatives of production and transportation enterprises.

Representatives of manufacturing and transportation enterprises signed the commitment.

The scientific workshop on Standards for safe loading of goods on automobiles contributes to promoting the dissemination of laws on traffic safety with a focus and key points in the area, closely following the theme of Traffic Safety Year 2025 "Safe journey, creating the future" with 3 goals: Reducing traffic accidents in terms of the number of cases, deaths and injuries; building a culture of safe traffic; overcoming congestion and pollution from traffic activities; not allowing prolonged congestion in Hanoi, Ho Chi Minh City and some major cities across the country.

Thereby, raising awareness and responsibility of manufacturing enterprises and transport business units in loading, unloading and transporting goods, especially goods with large volume and weight, bulky (iron, steel, rolled steel, rolled steel, cylindrical and circular goods; machinery, equipment; concrete...) to ensure traffic safety.

At the same time, develop a set of specific regulations and criteria on the way goods are loaded on cars for each type of goods, aiming to unify the application for production and transportation units in Ho Chi Minh City Area 2. Strengthen coordination between state management agencies, traffic police and businesses to minimize traffic accidents and traffic incidents related to freight transport activities.
