Deputy Secretary of the Party Committee, Chairman of the People's Committee of Kien Luong Commune Tran Binh Trong said: "The commune has carefully prepared the facilities, information technology infrastructure, promoted digital transformation in handling administrative procedures (TTHC), trained professional skills for the staff and civil servants to meet the requirements of operating the government apparatus smoothly and effectively". Currently, the infrastructure at the People's Committee of the commune basically meets the requirements, the computer system, office equipment at the one-stop department and basic specialized departments are complete, ensuring service for work. The internal network infrastructure (LAN), stable internet connection, meets the requirements of accessing specialized software systems and management platforms of the province and the Government .

The Commune Public Administration Service Center is arranged reasonably, spacious, and has equipment to support people in looking up information and performing high-level public services. The process of receiving and handling administrative procedures is carried out online through the National Public Service Portal, ensuring publicity and transparency. Every day, the center welcomes nearly 100 people to perform administrative procedures. Although the number of people coming is quite large compared to before, all activities at the center are still carried out quickly, neatly and effectively. The stages of guidance, receiving documents and returning results are all carried out in accordance with regulations. In particular, the staff working here are trained in communication skills, friendly and professional behavior with people, ready to listen and share with people.
Deputy Director of Kien Luong Commune Public Administration Service Center Nguyen Thi Anh Kieu said: "To help people conveniently carry out administrative procedures, the center arranges computers with internet connection, and has professional staff and the Commune Youth Union to directly support and guide the process of submitting documents, contributing to shortening the time to process administrative procedures. People are very satisfied because they do not have to wait too long."
From July 1, 2025 to now, the indexes of serving people and businesses in performing administrative procedures and providing public services in Kien Luong commune have achieved quite high results. Specifically, the index of publicity and transparency reached 18/18 points; the index of settlement progress reached 18.7/20 points; the index of online public services reached 8.1/12 points; the index of satisfaction level reached 18/18 points. Mr. Tran Van Phong, residing in Hon Trem hamlet, Kien Luong commune, said: "Entering records on the National Public Service Portal for the elderly is a bit difficult, but the commune officials enthusiastically guided and helped me to do it quickly. The receiving and returning of results was very timely, I was very satisfied because I did not have to waste time going back and forth many times."
Not stopping at digital transformation to serve the management of the state administrative system, Kien Luong commune is increasing investment, upgrading digital infrastructure, postal infrastructure, high-speed internet services, expanding and improving the quality of 4G coverage across the commune. Aiming to build a digital society, Kien Luong forms the habit of using digital technology in daily activities for the people. The commune promotes propaganda, training, and guidance for cooperatives, cooperative groups, and individual business households to apply digital solutions in financial management, connecting customers and building brands, and linking product consumption areas.
At the same time, Kien Luong promotes cashless payments in schools, educational and training institutions, hospitals, and medical facilities in the commune; and deploys the 4.0 market model. Up to now, in the commune, many small businesses and service establishments have deployed the use of QR codes and e-wallets (MoMo, Zalopay...) for cashless payments, especially at markets and service points.
