Study the resolution, think about the party oath

Nearly 20 years ago, when my Party admission application was completed, a teacher who was also a Party member who guided me into the Party advised me: “Remember to memorize the Party member oath so that you can read it well during the ceremony, without having to look at the text. Study it carefully, so that you can remember it for life.” Over the years, from a young Party member to a “no longer young” Party member, I often reflect on these four things. Most recently, I have linked the oaths with studying the resolutions.

Studying, grasping and implementing the Party's resolutions is an important political task, demonstrating the spirit of self-awareness and sense of responsibility of each cadre and Party member. In 2016, Resolution No. 04-NQ/TW pointed out 27 signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation". Among them, "misperception of the meaning and importance of theory and studying political theory; laziness in studying Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines, lines and resolutions, the State's policies and laws" is a sign of degradation in political ideology. There has been a situation where Party members study the resolutions "for the sake of it", "to cope with roll call", and both study and do personal work, so the number of people studying is large and the number is sufficient, but the quality is difficult to evaluate.

Looking back, studying the resolution is also the process of realizing the oath taken when joining the Party, the connection between "studying to understand" and "understanding to do", between ideals and practical actions in Party building work. Right from the first oath when joining the Party, new Party members swear: "Absolutely loyal to the Party's revolutionary ideals, strictly comply with the Political Platform, Party Statutes, resolutions, directives of the Party, and laws of the State". That oath is a lifelong commitment to loyalty. To do so, Party members must regularly study and master the Party's policies, guidelines, and resolutions. Because each resolution is the concretization of the ideals and revolutionary goals that the Party has determined. If Party members do not study and do not understand, they will not be able to act correctly, and it will be even more difficult to talk about true loyalty. Studying the resolution is therefore the most concrete expression of loyalty and steadfast belief in the Party.

On the other hand, to "strictly comply" one must first "understand deeply". Studying the resolution is the process of helping party members grasp the political orientation, clearly perceive their responsibilities, and then creatively apply them to practical work. In recent years, party committees at all levels in the province have organized many forms of studying the resolution in a lively and innovative way, from direct study combined with online study, thematic activities, writing reports, to competitions to learn about the resolution. Each cadre and party member not only "listens" but also "understands", exchanges, connects with reality, and turns the spirit of the resolution into a specific action program in each agency, unit, and locality.

Or as the second oath requires party members to "continuously study, practice, and improve their political qualifications and qualities, and revolutionary ethics." Studying resolutions is not only about absorbing political information but also about self-reflection, self-correction, and self-improvement. Through each resolution, party members are further nurtured in their political mettle, ethics, and style, and are clearly aware of their role and responsibility to set an example in work and life. Most party cells require party members to register for "actions according to resolutions," and commit to self-training and striving to be associated with practical work.

A very important content in the third oath is: "Propaganda, mobilizing families and people to implement the Party's guidelines and policies, and the State's laws". The Party's resolutions always aim at the ultimate goal of being for the people, by the people, and serving the people. When studying the resolutions, party members clearly understand the new guidelines and policies on economic development, social security, digital transformation, poverty reduction, new rural construction, etc. Only by clearly understanding can they have enough confidence and knowledge to propagate, mobilize, and guide people to implement correctly. Thanks to that, the relationship between the Party and the people is consolidated, and the people's trust in the Party is enhanced.

The final oath emphasizes the spirit of Party building: “Participate in building and protecting the Party’s guidelines, policies and organization; obey discipline, maintain solidarity and unity within the Party; regularly self-criticize and criticize, be honest with the Party…”. When Party members seriously study the resolution and grasp the Party’s spirit, their voice in Party cell activities will have a basis, their contributions will be realistic, contributing to strengthening internal solidarity and improving the leadership capacity of the Party cell. On the contrary, if Party members do not study, misunderstand or understand vaguely, it is easy to lead to wrong implementation of the guidelines, causing cracks in the collective.

Each resolution is an “action order”, a compass for cadres and party members in the new period. Studying the resolution seriously helps party members clearly understand their tasks, identify their responsibilities and have high determination in their work.

From resolutions to actions, from awareness to work is the measure of the quality and honor of party members. Every time studying a new resolution, party members have the opportunity to reflect on themselves, to see how far they have fulfilled their oath when joining the Party. Study to understand, understand to do, do to contribute - that is the path to preserve and promote the noble honor of party members of the Communist Party of Vietnam .
