The Draft Political Report submitted to the 14th Congress affirmed: After 40 years of renovation, the country's foundation, potential, position and international prestige have been raised to new heights. This is the crystallization of a process of creative leadership, courage and solidarity of the entire Party, people and army; it is the result of strategic vision and steadfastness in the goal of national independence and socialism.

Economically , our country maintains a fairly good growth rate, averaging about 6.3% per year in the 2021-2025 period; GDP scale in 2025 is estimated to reach over 510 billion USD, GDP per capita is about 5,000 USD - a big step forward, bringing Vietnam into the group of high-middle-income countries. 3 strategic breakthroughs (institutions, human resources, infrastructure) are implemented drastically and synchronously. In particular, the revolution of streamlining the organizational apparatus of the political system is strongly implemented, demonstrating great political determination, opening a new development stage in national governance. Social security policies are guaranteed, "leaving no one behind". Education and health care have made much progress, social equity is maintained.

In terms of national defense, security and foreign affairs, Vietnam has maintained a peaceful and stable environment; foreign relations have been expanded and upgraded. Our country's prestige and international position have been increasingly affirmed. In particular, the work of Party building and rectification and the fight against corruption and negativity has made a strong impression, arousing trust and social consensus.

These achievements are a testament to the Party's leadership, strategic vision and creativity in a volatile international context. This draft document has inherited and developed new thinking, clearly demonstrating the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", while clearly defining the vision to 2030 and 2045 - associated with the nation's aspirations to rise up.

TO MAKE THE DOCUMENT CLOSE TO PRACTICALITY,
CREATE MOTIVATION FOR DEVELOPMENT

The 14th Congress documents clearly state the requirement to “establish a new growth model, taking science, technology, innovation and national digital transformation as the main driving force, with private economic development as the most important driving force”. This is a very remarkable step forward, but it is necessary to specify more policy mechanisms to ensure implementation, especially regarding: policies to encourage businesses to invest in innovation, green economy, circular economy; “policy sandbox” model for new technology industries (artificial intelligence (AI), renewable energy, digital finance, etc.); ecosystem to support small and medium enterprises, high-tech agriculture, sustainable rural economy. Only when these concepts are institutionalized with concrete actions, will the growth model truly become the endogenous driving force of the Vietnamese economy.

The draft document affirms that “cultural and human development is the foundation”, but it is necessary to further emphasize the role of higher education, scientific research, and innovation - the three pillars for Vietnam to make a breakthrough in the knowledge era. It is necessary to clearly define the national talent development strategy, including: Creating a mechanism for the use and appropriate treatment of intellectuals, scientists, and experts; encouraging international students and overseas Vietnamese to contribute to the country; promoting university autonomy, linking institutes - schools - enterprises to turn knowledge into productive power. Education not only trains human resources but also fosters qualities, capacities, and aspirations to contribute - the foundation for forming “new-age Vietnamese people”.

One of the notable points of the document is the affirmation that “private economic development is the most important driving force of the economy”. To affirm that in reality, it is necessary to continue to perfect the socialist-oriented market economic institution, eliminate administrative barriers and the “ask-give” mechanism, and at the same time protect property rights and legitimate business rights of people and enterprises.

Institutional reform is not just about amending laws but also about renewing leadership and management thinking. A dynamic and transparent institution will unleash all resources and create conditions for social creativity to flourish.

In addition to the outstanding achievements, the document also frankly pointed out a number of limitations in personnel work, ideological work and lifestyle ethics. For our Party to truly be "ethical and civilized", it is necessary to pay more attention to Party building in terms of culture, considering Party culture as the root of revolutionary ethics. That is the culture of responsibility, setting an example and integrity, and the constant "self-reflection and self-correction" in each cadre and party member. Each cadre, especially the leader, must be an example of the spirit of serving the people, being dedicated, pure, impartial, daring to think, daring to do, daring to take responsibility for the common good.

The 14th Congress needs to demonstrate more strongly the spirit of comprehensive digital transformation, not only in the economy but also in management and administration. Building a digital government and digital citizens not only helps the apparatus to be streamlined and efficient but also enhances openness, transparency and people's trust. In addition, it is necessary to concretize a modern model of social supervision and criticism, allowing people to participate more deeply in the policy-making process. Socialist democracy needs to be demonstrated by substantive institutions, so that "people know, people discuss, people do, people check, people supervise and people benefit".
