The two defendants include Huynh Hoang Muoi (born in 1988, residing in Binh An commune, An Giang province) and Le Van Ut (born in 1977, residing in An Bien commune, An Giang province).
During the investigation, it was determined that on July 2, the pair of fishing boats numbered KG-96108-TS (female boat) was controlled by Le Van Ut, with 18 crew members on board, and the fishing boat KG-91633-TS (male boat) was controlled by Huynh Hoang Muoi, with 5 crew members on board. Before leaving the port, the two fishing boats registered procedures at the Kenh Dai Border Control Station (belonging to Tay Yen Border Station, An Bien).
During the process of exploiting and catching seafood in the sea near the border between Vietnam and Malaysia, due to the small amount of seafood caught, Ut turned off the fishing vessel's journey monitoring device on the KG-96108-TS and directed Muoi to turn off the fishing vessel's journey monitoring device on the KG-91633-TS.
After that, both of them drove the boat to catch seafood. At about 20:30 on August 14, at coordinates 233 nautical miles from Tho Chau, a patrol boat of Coast Guard Region 4 discovered two fishing boats driven by Ut and Muoi.
During the investigation, Ut confessed that from July 2 to August 14, he turned off the journey monitoring device on fishing boat KG-96108-TS and directed Muoi to turn off the journey monitoring device on fishing boat KG-91633-TS to go to foreign waters to exploit seafood.
