Upgrading information system to serve the arrangement of new administrative units

On the afternoon of June 24, Deputy Prime Minister Nguyen Chi Dung chaired an online meeting to deploy solutions, evaluate, upgrade, and develop information systems to serve direction, administration, and serve people and businesses to meet the requirements of arranging administrative units according to the new model.

The meeting heard reports from ministries, branches and localities on the results as well as difficulties and obstacles in implementing the Government's Action Program to implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

At the same time, report on the review, assessment, upgrading and development of 5 main information systems serving the direction, administration and serving people and businesses, meeting the requirements of arranging administrative units according to the new model...

To date, the Ministry of Public Security has proactively reviewed and identified 25 online public services that can substantially implement the full data process. Of these, 21 online public services have been completed, and 4 public services are focusing on striving to complete the process.

The announcement and publicization of administrative procedures according to the Government's issued Decrees on decentralization, delegation of power, and determination of authority in State management fields when implementing two-level local government is being promoted.

Up to now, 6 ministries and branches have announced 468 administrative procedures, while 511 administrative procedures have not been announced; 248 administrative procedures have been made public on the National Database of Administrative Procedures belonging to 2 ministries and branches that have been completed...

The Ministry of Home Affairs has coordinated with FPT Corporation to transfer technology to build digital archive management software and solutions to ensure digital archive technical infrastructure for localities in the process of reorganizing administrative units.

At the same time, organizing working groups to 15 localities to inspect, guide, support management, record storage, and document digitization when implementing 2-level local government and continuing to support the remaining localities.

Nationwide, 5 units were selected to provide solutions for administrative document systems in 34 provinces and cities in the near future, and 3 provinces implemented the solution themselves; 5 units were selected to provide solutions for information systems to handle administrative procedures in 34 provinces and cities in the near future, and 3 provinces implemented the solution themselves...

At the meeting, some opinions suggested that the People's Committees of provinces and cities assign provincial leaders to direct and operate to ensure smooth and effective operation of the two-level administrative procedure settlement system; publicize and ensure uniformity of administrative procedures and settlement processes at the local level; purchase information technology equipment, select information technology enterprises to coordinate and support the immediate implementation of upgrading and reconfiguring 5 information systems...

Nationwide, there are currently 4 enterprises selected to provide information system solutions for handling administrative procedures in 34 provinces and centrally-run cities in the near future, and 2 provinces will implement it themselves.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung emphasized that localities and ministries should thoroughly grasp the need for leaders and leaders assigned to take charge to immediately and decisively implement related issues.

The Deputy Prime Minister stated that these are the factors responsible for and deciding the success or failure of the plans. If any incident occurs due to subjectivity or negligence, the Central Steering Committee and the Government Steering Committee must be held responsible.

Ministries, sectors and localities must coordinate with businesses to ensure smooth operation. In particular, information security must be ensured, and public service provision to citizens, businesses and government operations must not be interrupted before, during and after the operation of the apparatus under the new model.

Localities need to agree to use a common software system for the entire province. At the same time, announce and publicize the list of online public services on the morning of June 25, 2025.
