People come to pay traffic violation fines at the Traffic Police Department, Hai Duong Provincial Police
People agree
In early April, Mr. Pham Van Hung in Hung Dao commune (Tu Ky) received a traffic violation notice for stopping and parking in violation of regulations. At first, Mr. Hung was quite confused, but after reviewing the images, specific date and time with clear information, Mr. Hung confirmed the violation and seriously paid the fine. "Handling traffic violations through images is very accurate and clear. Through this, I will pay more attention when participating in traffic, not letting violations happen," Mr. Hung said.
As a driver on the Nam Dinh – Hai Duong route, Mr. Nguyen Van Phi strongly agrees with the policy of imposing fines for traffic violations. Mr. Phi said that when he learned about the existence of flycams and traffic surveillance cameras, he always strictly complied. “Punishing drivers in a cold manner makes them more aware when participating in traffic. Not only avoiding fines, but importantly, ensuring safety for themselves and the community,” Mr. Phi shared.

Since the beginning of 2025, the traffic police force of Hai Duong Province has increased the handling of fines, promoted traffic control measures using technology, notably the use of cameras and flycams to detect and record violations. Behaviors such as stopping and parking in violation of regulations, picking up and dropping off passengers in the wrong place, driving in the wrong lane, running red lights, etc. can all be recorded and handled.
In addition to flycams, surveillance camera systems, dash cams and images provided by people, information from social networks is also received, analyzed and used as a basis for punishment by authorities.
Typically, on the afternoon of April 10, a video posted on Facebook recorded two students riding an electric motorbike on Provincial Road 390 in Thanh Ha town, running a red light to turn onto Provincial Road 390B.
On the morning of April 11, a working group from the Traffic Police Department, Hai Duong Provincial Police, inspected schools in Thanh Ha district to identify violators and vehicles.
Verification results show that at 6:47 a.m. on April 9, at km 25+350 of provincial road 390 in Thanh Ha town, PNKA (born in 2009 in An Phuong commune, Thanh Ha) was riding an electric motorbike 34AS-056.68, behind which was LVD (born in 2009, from the same commune) and ran a red light.
After making a record of the female student's violation of traffic light signals, the traffic police reported the student's violation to the school so that appropriate warning and education measures could be taken.

Transparent and efficient
From April 2025, the Traffic Accident Investigation and Violation Handling Team of the Traffic Police Department, Hai Duong Provincial Police, has been equipped with a number of professional equipment such as cameras, flycams, etc. to record and detect vehicles violating traffic safety and order. All images and videos are used as a basis for imposing fines on violating drivers.
The specialized working group of the Traffic Accident Investigation and Violation Handling Team is also on duty to receive, classify, analyze and process information and images from various sources such as surveillance cameras, dash cams, images provided by people, etc.
Traffic Police Department officers analyze and process information and images of traffic violations.
According to the Traffic Police Department, Hai Duong Provincial Police are gradually improving the effectiveness of handling fines, while encouraging people to provide information and images of traffic safety violations for handling according to regulations. Fines are based on images and videos with clear grounds, ensuring legality and objectivity.
Imposing fines for traffic violations is not only a deterrent but also a necessary step to form civilized traffic habits. Knowing that all actions can be monitored and recorded at any time, drivers will be forced to strictly comply with traffic laws.
Applying technology in handling traffic violations is an inevitable trend. However, the core factor still lies in the awareness of traffic participants. If each individual voluntarily complies with the law, traffic safety violations will decrease, contributing to reducing traffic accidents and building a safe and civilized traffic environment.
In the first 4 months of 2025, the traffic police force in the whole province handled nearly 500 violations by issuing fines with a total fine of more than 700 million VND.
