Should I study Automation at Polytechnic or Technical Pedagogy?

I feel that I am not very good at studying, weak in English, planning to study Control Engineering and Automation but do not know which school to choose.

For Control and Automation Engineering, I am hesitant between Ho Chi Minh City University of Technology, Ho Chi Minh City National University, and Ho Chi Minh City University of Technical Education.

I am weak in English and my family does not have the means. Please advise me based on the requirements of the study program, tuition fees, and job opportunities of the two schools.
