That was the information on the morning of July 30, at the working session of Vice Chairman of the City People's Committee Tran Anh Tuan with departments, branches, sectors, and mass organizations in the city related to the allocation and disbursement of capital plans for the National Target Program on sustainable poverty reduction, socio -economic development in ethnic minority and mountainous areas.
According to the report, the total capital plan for 2025 (including the extended capital plan for 2022, 2023, and 2024) to implement 3 national target programs in the city is 2,990 billion VND.
Of which, the national target program for sustainable poverty reduction is 956 billion VND, the national target program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025 is 1,267 billion VND.
The implementation of two national target programs on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas by departments, branches, sectors, and associations in the city, the total capital in 2025 (including the extended capital plan for 2022, 2023, and 2024) is 117 billion VND.
Of which, the national target program for sustainable poverty reduction is 71 billion VND; the national target program for socio-economic development in mountainous ethnic minority areas is 46 billion VND.

As of July 25, the disbursement progress for the implementation of the National Target Program on Sustainable Poverty Reduction reached VND 270 billion, accounting for 28%. The National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period reached VND 466 billion, accounting for 37%.
The disbursement progress of departments, branches, sectors, and associations in the city in implementing the two national target programs on sustainable poverty reduction and socio-economic development in mountainous ethnic minority areas reached nearly 43 billion VND, a rate of 37%.
The reason for the slow disbursement progress is due to the impact of the work of perfecting and arranging the organizational apparatus and the work of adjusting documents to prepare for the handover, merger, and dissolution of district-level governments...
Concluding the working session, Vice Chairman of the City People's Committee Tran Anh Tuan requested relevant departments, branches, associations and units, based on analysis and clarification of causes, limitations and obstacles leading to low capital disbursement rates, to propose and be determined to implement effective solutions to speed up the disbursement progress.
Relevant agencies and units continue to strengthen the members of the steering committee of the city's national target programs, assigning points in localities to monitor, direct implementation, and inspect, supervise, and evaluate each specific content, task, and area.
Units allocated capital to implement the National Target Program urgently develop and issue implementation and disbursement plans and assign leaders and professional staff to be in charge of implementing each specific content and activity, closely following the progress and roadmap for implementation and disbursement of each project; strive to disburse 100% of the assigned capital plan according to the schedule set by the city.
The offices coordinating the national target programs; departments and branches, according to their assigned functions and tasks, shall strengthen their responsibility in guiding and responding to difficulties, problems and recommendations of localities related to the implementation of national target programs.
Organize training courses for staff implementing the program at the commune level to advise on timely and correct implementation of the programs.
