Commenting on the Report on the assessment of the results of the implementation of the socio- economic development plan for 2025; the projected socio-economic development plan for 2026, delegates highly appreciated the Government for its flexible direction and management, achieving many positive results. In particular, continuing to perfect institutions, implementing strategic policies, promoting growth drivers; GDP in the first 9 months of 2025 grew the highest compared to the same period in 14 years.

The macro economy is basically stable, major balances are guaranteed, inflation is controlled. The basic lending interest rate is stable, even slightly decreased, credit growth is flourishing; the number of enterprises entering the market is 1.3 times higher than the number of enterprises withdrawing from the market... Achieving this result shows the effort and determination to effectively implement Resolution 68/NQ-TW on the private economy and strategic decisions on institutional breakthroughs and improving the business environment.

In addition to the achieved results, some delegates said that the growth quality is not really sustainable; the economic structure is not synchronous; some key projects are slow to progress, investment is still spread out; consumer demand and private investment, although recovering, are still lower than pre-pandemic levels and lower than potential.

On the other hand, the real estate market has recovered but is not sustainable; real estate prices have increased, far exceeding people's income, real estate credit has increased quite high, in which real estate business credit has increased rapidly (increased by about 24%), posing potential risks when the market worsens.

The operation of the two-level local government model has basically become stable and orderly, but there are still many problems, especially administrative procedures in the fields of land, construction, public investment, accounting - finance, justice...

Removing difficulties to effectively operate two-level government

To overcome the above limitations, according to delegate Tran Thi Hong Thanh (Ninh Binh), the Government needs to pay attention and focus on directing the effective implementation of the Politburo 's policies and strategies; promptly establish the Green Transformation Support Fund and the Housing Development Fund. In addition, it is necessary to promptly remove difficulties and obstacles in the operation of two-level local governments, such as: ensuring good treatment and subsidies for officials who have to move their workplaces, arranging officials with sufficient professional capacity; streamlining administrative processes and procedures; upgrading technological infrastructure; speeding up training and coaching of new public service officials.

Delegates suggested that it is necessary to quickly and effectively implement policies to stimulate consumption; renew traditional growth drivers and strongly promote new growth drivers, such as studying and implementing a number of additional solutions to build and deploy the "Tourism Stimulus Program"; consider increasing the limit for unsecured consumer loans (to about 200 - 300 million VND from the current 100 million VND); promptly resolve difficulties for business households in implementing electronic invoice connection with tax authorities, and provide common software to connect with tax authorities.

Sharing the same view, some delegates suggested that it is necessary to focus on implementing solutions to develop the labor market, create sustainable jobs and improve the quality of human resources. Strongly innovate the vocational education system associated with the labor market; organize the vocational education network in an open, flexible, modern, accessible and diverse direction.

There is an online public investment project tracking system.

Commenting on the results of implementing the National Assembly's resolutions on medium-term public investment; medium-term public investment for the period 2026 - 2030, delegates said that the scale of public investment is large, but the progress and efficiency of disbursement are not commensurate. By the end of September 2025, only about 50% of the plan has been achieved, causing great pressure for the last months of the year; some key infrastructure projects are still facing difficulties in construction.

Delegate Ha Sy Dong (Quang Tri) said that we should not invest in scattered and small projects but should focus on focusing on public investment capital with highlights to turn the situation around. In addition to the North-South Expressway and the East-West Economic Corridor, there should be a flexible capital allocation mechanism and a perfect PPP cooperation mechanism. The delegate recommended that the National Assembly issue a Resolution on the medium-term public investment plan for the 2026-2030 period; strengthen supervision after allocating public investment capital; and regulate the handling of public assets...

Expressing concern about this issue, delegate Tran Van Khai (Ninh Binh) highly appreciated the results of disbursement of public investment capital in recent times. In particular, the transport infrastructure invested and put into operation on 2,476 km of highways and 1,711 km of coastal roads has contributed to connecting regions and creating momentum for socio-economic development. This is an impressive figure in the current context. It is estimated that by the end of 2025, about 3,026 trillion VND will be disbursed, expected to achieve the set target.

According to delegate Tran Van Khai, lessons learned in the past time, there have been some bright spots in implementing public investment in some localities, such as applying a unified and shortened process; establishing a special Steering Committee for key projects; applying information technology in project monitoring; and promptly removing obstacles in site clearance.

However, delegates also pointed out a number of shortcomings and limitations in the disbursement of public investment capital, namely problems with institutional policies; lack of synchronous coordination between sectors, between the Central and local levels; and fear of responsibility in disbursing public investment capital.

To remove this "bottleneck", delegates proposed to continue to improve institutions, including simplifying administrative procedures, making processes transparent, having an online public investment project monitoring system; strengthening coordination of inter-regional projects, promoting the role of the Inter-sectoral Steering Committee, including members of the Government, headed by the Prime Minister or Deputy Prime Minister to have synchronous and smooth direction, clear people, clear work, clear time, clear responsibilities, clear results. At the same time, there must be a commitment from localities on site clearance and a quick response mechanism, maintaining regular meetings, and establishing an online problem-solving system.

With the spirit of dedication and strong direction of the Party Central Committee and the Politburo, arouse the national aspiration, each locality, each ministry and branch, encourage civil servants to serve the country selflessly, transparently, and contribute to creating specific results in each assigned task. It is necessary to thoroughly instill this spirit in each cadre participating in the management and implementation of public investment projects, associated with the responsibility of the head in each project”, delegate Tran Van Khai suggested.
