Promoting the role of grassroots party committees

- The effective implementation of resolutions of Party Congresses at all levels is the responsibility of Party Committees at all levels and the entire political system, in which the grassroots Party Committee plays an important role. The dynamism, creativity and exemplary role of each comrade in the grassroots Party Committee has contributed to the successful completion of the set targets and tasks.

Currently, the entire Provincial Party Committee has 684 grassroots party organizations. Over the past time, the Provincial Party Committee and the Provincial Party Standing Committee have always paid attention to directing and promoting the role of Party committees at all levels and leaders in the process of leading and directing the implementation of political tasks. In particular, promoting the role and responsibility of grassroots Party committees is of great significance, contributing to the effective implementation of the assigned tasks.

Bringing Party resolutions into life

To put the Party's resolutions into practice, the grassroots Party committees are the direct force in organizing and implementing specific tasks and solutions. In each unit, the Party committees have applied them creatively, flexibly, and appropriately to reality, quickly making the resolutions "take root" in life.

The Party Committee of Hoa Thang commune, Huu Lung district currently has 21 Party cells with more than 200 Party members; the commune Party Committee consists of 13 comrades; each Party cell has 3-5 Party cell members. In recent years, grassroots Party committees in the commune have actively brought the Party's resolutions into life, contributing to the successful implementation of the local socio -economic development task. Specifically, for the 2020-2025 term, the Party Committee of the commune has set 18 targets in various fields. In order to effectively implement the Party Committee's resolutions, right from the beginning of the term, the Party Committee of the commune has strengthened leadership in implementing the resolutions of Party Congresses at all levels; assigned each Party Committee member to monitor and be in charge of 1-2 subordinate Party cells; each Party Committee member monitors and is in charge of specific targets, promptly reports and advises on solutions to remove obstacles during implementation.

Ms. Dinh Thi Hoa, Secretary of the Party Committee of Hoa Thang Commune, said: Through practical understanding, the Party Committee has advised the Party Committee to establish 3 propaganda teams and working groups to support the resolution of outstanding issues in the area such as: propaganda team for site clearance to serve the VSIP project; propaganda, mobilization and dispute resolution team between the forestry company and the people; working group to detect and handle violations related to land management. Members of the teams are all leaders of the Party Committee, Party Committee members of the commune, leaders of socio-political organizations, and Party cell secretaries of residential areas. The activities of these teams are very effective, contributing to creating consensus among the people in site clearance, land management, serving the socio-economic development of the locality. According to the mid-term report, the targets of the Party Committee's resolutions of the commune have basically exceeded and ensured the set progress.

Currently, the Huu Lung District Party Committee has 59 grassroots party organizations and 374 party cells under grassroots party committees with 417 commune-level party committee members. Closely following the resolutions of party congresses at all levels, party committees at all levels have deployed and concretized the contents and tasks in the congress resolutions, and developed implementation plans for each year. After more than half of the term, 17 targets set out in the Resolution of the District Party Congress for the 2020-2025 term have been basically achieved and exceeded; the socio-economy continues to develop stably; social security is fully implemented; national defense and security are maintained.

At the Trang Dinh District Party Committee, immediately after the District Party Congress for the 2020-2025 term, the District Party Committee directed grassroots Party committees to quickly put the resolution into practice, focusing on promoting the shift in crop structure, effectively implementing the agricultural restructuring program associated with new rural construction; synchronously and qualitatively implementing planning work, especially planning to expand towns, administrative areas, build markets, and industrial parks; promote national cultural values, historical traditions; build Trang Dinh people to be civilized, hospitable, innovative, creative, and have the will to rise up; focus on building a clean and strong Party; improve the leadership capacity and fighting strength of grassroots party organizations and party members; promote the role and effectiveness of the activities of the Fatherland Front and socio-political organizations.

Mr. Hoang Anh Dung, Standing Deputy Secretary of Trang Dinh District Party Committee shared: Immediately after the congress, the Party Committees and authorities of communes and towns in the area quickly deployed and put the resolution into practice. Depending on the field, the Party Committees of each commune assigned specific tasks to each Party Committee member and staff officer, responsible for organizing the implementation. The work contents all have clear goals and targets, suitable to the reality and resources in the locality, ensuring feasibility... The results after more than half of the term of implementing the Resolution of the 21st District Party Congress, the district has achieved and exceeded 15/30 targets, the remaining 15 targets are in the implementation roadmap.

According to data from the Provincial Party Committee's Organization Board, the grassroots Party Committee members in the province consist of 4,024 comrades. In recent times, most of the grassroots Party Committees in the province have promoted their roles and responsibilities in advising and organizing the implementation of assigned tasks. In the process of organizing and implementing tasks, depending on the field, the Party Committee specifically assigns each Party Committee member and staff officer to be responsible for organizing the implementation. The work contents all have clear goals and targets each year, until the end of the term, in accordance with the reality and resources in each locality, ensuring feasibility. From there, contributing to bringing the Party's resolutions to reality and spreading in life.

Highlighting the role of political core

Grassroots Party Committees are the political core, playing a key role in implementing tasks at the grassroots level. To promote the role of this team in successfully implementing the resolutions of Party Congresses at all levels, each comrade at the grassroots level, especially the leaders, always pay attention to setting an example and consider it a way to keep credibility, build trust with cadres, Party members and the masses, thereby creating a widespread influence in implementing tasks.

In practice, in the province, many Party committee members and heads of agencies and units have fulfilled their responsibilities as role models in all aspects, including setting an example in ethics, lifestyle, working style, economic development, eliminating bad customs, building a cultural and civilized life, etc.

Having the opportunity to visit Tan Lap commune, Bac Son district, cadres and people in the commune all gave many compliments and admiration for the spirit of daring to think, daring to do, the pioneering and exemplary role of the Party Secretary and Chairman of the Commune People's Committee, Duong Doan Hung. In 2012, through research and study, Mr. Hung (then Chairman of the Commune People's Committee) brought Canh orange trees from Hung Yen province to plant in Tan Lap. Through monitoring, he found that the natural conditions of the commune were suitable for the growth and development of citrus trees. He propagated and mobilized commune cadres and people to actively change the crop structure, focusing on developing citrus fruit trees with high economic value. Accordingly, many cadres and people in the commune have actively planted oranges, tangerines, and grapefruits, thereby increasing their income. Currently, the commune's fruit tree growing area is over 200 hectares, with an average annual income of over 9.5 billion VND.

In Khanh Xuan commune, Loc Binh district, in recent years, the commune Party Committee and the Party Committees of the affiliated Party cells have been the core force in propagating and mobilizing people to practice civilized lifestyles in weddings and funerals. Specifically, the Party Committees, the commune authorities and Party Committee members at all levels in the area have stepped up propaganda and mobilized people to seriously implement Resolution No. 11-NQ/HU of the Loc Binh District Party Committee on strengthening the Party's leadership in implementing civilized lifestyles in weddings, funerals and festivals. At the same time, the comrades in the Party Committees themselves have set an example in implementation. Thanks to that, many bad customs have been eliminated...

Mr. Chu Van Vinh, Party Cell Secretary, Head of Ban Man Village, Khanh Xuan Commune said: To gradually eliminate bad customs in organizing funerals, we actively propagate to the villagers; require party members in the party cell to set an example in implementing this content, if any comrade violates, they will be considered for disciplinary action. Through implementation, from setting an example by commune officials, civil servants, and party cell members, currently, the organization of private funerals in households has decreased a lot, recently, it has basically disappeared.

Not only setting an example in the above-mentioned actions, grassroots Party committee members are also comrades who always set an example in complying with the Party and State's policies and laws, correctly implementing the principles of democratic centralism, self-criticism and criticism, promoting the spirit of solidarity, and building a united collective.

Promoting the role and responsibility of grassroots Party committees has mobilized the solidarity of the entire political system and great consensus among the people in bringing the resolutions of Party congresses at all levels into life, effectively implementing tasks, quickly removing obstacles and difficulties right at the grassroots level, actively contributing to helping the province complete many important targets and tasks. The proof is that after more than half of the term of implementing the Resolution of the 17th Provincial Party Congress for the 2020-2025 term, the socio-economic development targets and objectives of the province have basically ensured the set progress and quality. In particular, the average annual economic growth rate (GRDP) in the period of 2021-2023 is estimated at 7.11% (average target from 7 to 7.5%); Local goods exports reached 154 million USD, with an annual average increase of 8.67% in the 2021-2023 period. Party building and the political system continued to be consolidated, the cultural and social fields had many progressive changes, social security was ensured, national defense and security were maintained...
