This spring crop, Xuan Vien commune introduced Hana No. 7 rice variety into the rice fields with an area of over 32 hectares in the villages: My Loc, Gia Phu, Khang Thinh, Cat Thuy, Xuan Ang and Phuc Tuy. This rice variety (in the province's structure) has high quality, short growing time, suitable for many ecological regions. However, during harvest, all of the above areas had a high rate of empty grains, and productivity decreased sharply.

Mr. Pham Minh Thang (born in 1959, in Cat Thuy village) sadly said: This year, my family produced nearly 4 sao of Hana No. 7 rice variety. This is the first time this rice variety has been put into production on a model field. Like previous rice varieties, my family followed the seeding, care, and pest control procedures, but this year the yield was only 1.3 quintals/sao, down more than 50% compared to last spring crop.
Similarly, this spring crop, Ms. Phan Thi Thao (born in 1961, Khang Thinh village) also planted Hana variety No. 7 on an area of 2.6 sao, with low yield.

“This land is quite good, every spring crop yields 2.8 - 3 quintals/sao. I also do not understand why this year the rice flowers do not bloom much, each flower only has a few grains, the yield has decreased sharply. My family has invested a lot of effort and expenses, but now the results are not as expected” – Ms. Thao expressed.
Mr. Ngo Duc Thien - Head of Khang Thinh village said: The whole village has a total area of nearly 3 hectares using Hana rice variety No. 7. This new rice variety was directed by the commune to be put into spring production on the model field to diversify the variety for gradual expansion. In the early stages, the rice grew well, with no signs of pests or diseases. When the rice reached the earing stage, it was discovered that the pollination rate was low, reducing the yield by 40 - 50% (equivalent to 150 kg/sao). Immediately after that, I reported to the local authorities and the rice variety supplier to check and verify the cause.

Some farmers said that, in addition to Hana No. 7 rice variety, other rice varieties in the area such as: VNR20, QP5, Nep 97, Ha Phat 3... all have an average yield of 2.8 quintals/sao. For Hana No. 7 rice variety, the yield is from 1.1 - 1.5 quintals/sao, after deducting costs, farmers lose about 200 - 400 thousand VND/sao. This model field has never had a bad harvest like this year's spring rice.
Mr. Dau Sy Nguyen - Vice Chairman of Xuan Vien Commune People's Committee said: After receiving feedback from local people about the phenomenon of rice not flowering and high rate of empty grains, the local government worked with ADI Agricultural Investment, Trade and Development Joint Stock Company - the supplier of Hana No. 7 seeds to check and record the reality. We also proposed to the company to have a support plan to share and encourage farmers who suffered losses.
“The company has issued a document stating that the phenomenon of rice not forming seeds in early-sown fields is mainly due to unfavorable weather and unsuitable planting season, not due to seed quality. The request for support of 30% of yield according to damage caused by weather and season factors is not within the company’s responsibility according to the contract,” Mr. Nguyen added.

According to Mr. Le Anh Duc - Deputy Head of the Department of Agriculture and Environment of Nghi Xuan district, in the spring crop of 2025, the whole district planted 3,294 hectares, using 32 rice varieties of all kinds according to the seed structure set as in the provincial production project. Through preliminary assessment, the district's rice yield reached 57.5 quintals/ha - the highest ever. In general, the weather from the beginning of the crop was quite favorable, the year had few pests and diseases compared to the average of many years. Only more than 32 hectares of Hana No. 7 variety in Xuan Vien commune had the phenomenon of short rice panicles, not flowering, and many empty grains, reducing productivity.
"Through monitoring, evaluation and reporting by the People's Committee of Xuan Vien commune, regarding the supply contract, the germination rate, growth and development of the seedlings were guaranteed, but an incident occurred during the flowering stage. To have an objective view, we recommend that the provincial professional agency urgently make a specific assessment of the quality of the seeds or the weather, and the cultivation process to avoid unnecessary risks for farmers in the next crop season," Mr. Le Anh Duc emphasized.
