In the first 6 months of the year, lending activities through associations and unions continued to achieve positive results. The total outstanding loan balance reached more than VND 8,822 billion, accounting for nearly 99% of the total outstanding loan balance of the provincial Social Policy Bank (SPB). Associations maintained a high loan balance ratio and a large number of borrowers, contributing significantly to the timely transfer of preferential credit capital to the people.
Currently, the province has 3,889 savings and loan groups operating at 273 commune-level transaction points. This network plays the role of an “extended arm” between the VBSP and borrowers, helping to publicize and make transparent the State’s credit policies, improve the quality of capital management, and at the same time build people’s trust in social security policies.
In addition to the achieved results, the Conference also frankly pointed out limitations such as: The rate of overdue debt and debt suspension is still high compared to the end of 2024; some credit programs such as clean water loans and job creation have not met the capital demand; some leaders of savings and loan groups are not yet proficient in operating management software, affecting the progress of debt collection and interest collection...

To overcome the above shortcomings, in the third quarter, the provincial Social Policy Bank and associations will continue to promote propaganda, consolidate and improve the quality of operations of savings and loan groups; review and handle bad debts, especially for cases of borrowers leaving their place of residence; strengthen debt comparison and classification, improve the capacity of staff doing entrusted work, and strive to successfully complete the 2025 plan.
Also within the framework of the Conference, the Thai Nguyen Provincial Bank for Social Policies and 4 socio-political organizations signed a joint document on organizing and directing affiliated units to coordinate in implementing lending trust activities for poor households and other policy beneficiaries. The signing aims to continue to strengthen the coordination mechanism and improve the effectiveness of trust work in the coming period.
