Infrastructure investment is identified by Cho Ra as a key step in its sustainable poverty reduction strategy, as it not only connects villages but also serves as a foundation for expanding livelihoods, improving living standards, and narrowing the development gap.

In 2025, a series of key projects were completed, including the Phja Khao road, the Coc Lang - Na Lung road, the Na Kha canal dam, and the internal village roads of Na Sam and Pac Phai… These new roads not only facilitate the rapid transportation of agricultural products and reduce production costs, but their completion in 2025 has also created a noticeable change.

New roads facilitate easier access to markets for agricultural products, reduce transportation costs, and expand opportunities for livelihood development. People in the most disadvantaged villages now have easier access to healthcare, education , and social services – something previously limited due to the remote terrain.

Mr. Hoang Van Thai, Head of Pac Phai village, Cho Ra commune, said: " The investment in the Pac Pai internal field road, over 300 meters long, helps people travel and transport agricultural products more conveniently. At the same time, it helps people exploit the potential of their land, intensify cultivation, increase crop yields, improve their living standards, and develop the village's economy ."

Besides investing in transportation infrastructure, one of the most humane policies of the program is supporting the construction of housing for poor ethnic minority households. This also contributes to rapid and sustainable poverty reduction, because stable housing helps poor households reduce risks, increase their ability to accumulate capital, and focus on production.

With a total budget of 704 million VND, Cho Ra has completed 16 houses built according to local customs. Of these, 15 have been inspected and approved, and the remaining one is in the process of completing the necessary procedures.

New houses not only protect people from the elements but also improve their quality of life, creating a sense of security for household economic development. This is an important foundation that helps poor and near-poor households escape the vicious cycle of "lack of capital - lack of housing - lack of production conditions".

Chợ Rã not only focuses on infrastructure investment and direct support, but also places special emphasis on training and capacity building for its people, considering this a key factor in sustainable poverty reduction.

In 2025, the commune organized two training courses with 191 participants from ethnic minority households in Dai Khao, Pieng, Mo Da, Na Ta, and Tin Don villages, providing guidance on safe farming, livestock breeding, and commodity production techniques. Through these courses, people learned to apply techniques, select suitable seeds, build household economic models, and expand opportunities to escape poverty.

In the field of education and training, the commune received nearly 3 billion VND in investment to improve the quality of human resources and create job opportunities for young people, a group that plays a crucial role in multidimensional poverty reduction. In addition, implementing a cultural preservation program with a total budget of over 124 million VND, the commune has supported community development, strengthened ethnic identity, and opened up new livelihood opportunities through community tourism .

Mr. Trieu Anh Chu, Chairman of the People's Committee of Cho Ra commune, said: "2025 marks an important turning point for Cho Ra commune in poverty reduction. Thanks to infrastructure projects, housing, and technical training, people's lives have improved significantly. The local government will continue to implement these projects so that all people have the opportunity for sustainable development."

Each project is targeted at the right beneficiaries – poor, near-poor, and vulnerable groups – contributing to improving their lives and gradually increasing their income. From new roads and sturdy houses to vocational training courses, the projects being implemented in Cho Ra commune are vivid evidence of the effort to "reduce poverty from the root," helping people confidently rise up, develop their economy, and build a sustainable community.
