Prevent pollution of river and canal water sources

In the context of rapid socio-economic development, the province is facing many environmental challenges, especially surface water pollution in urbanized and heavily industrialized areas. Implementing the Law on Environmental Protection 2020, the province is actively implementing comprehensive solutions to manage surface water quality, aiming at sustainable development, protecting public health and preserving natural ecosystems.

Surface water protection is always a concern of the province.

Currently, the Department of Agriculture and Environment is in charge of implementing the task of planning for surface water quality management. This is an important basis for monitoring, evaluating and promptly warning of unusual developments in water quality. Through the monitoring system, the collected data will serve the management, warning and adjustment of water resource protection policies.

According to statistics, in the old Long An province (now Tay Ninh province), from 2022 to present, the surface water quality monitoring program has been implemented periodically, 6-8 times per year, at 68 locations spread over 7 large rivers, canals and streams including: Vam Co Dong River, Vam Co Tay River, Bao Dinh River, Vam Co River, Can Giuoc River, Thay Cai Canal and other main canals. Monitoring results show that water quality in some rivers such as Vam Co Dong and Vam Co Tay is quite stable, only slightly polluted by organic matter and nutrients.

However, in areas with rapid industrial development such as Duc Hoa, Ben Luc, Can Giuoc, many canals such as T1, Thay Cai, An Ha, Ben Luc River,... are under great pressure of pollution. Wastewater from industrial production, residential and urban activities has not been thoroughly treated, increasing the concentration of organic matter and nutrients beyond the permissible level, affecting urban aesthetics, agricultural production and people's health.

Faced with the above situation, the province directed relevant departments and branches to strengthen inspection and strictly handle illegal discharges, especially in industrial parks and industrial clusters with high risk of pollution.

According to Mr. Nguyen Minh Lam - Vice Chairman of the Provincial People's Committee, enterprises must strictly comply with regulations on environmental protection, install and effectively operate wastewater treatment systems.

Particularly in the three industrial clusters: Duc Hoa Dong renovation, Duc Hoa Ha renovation and Hoang Gia, the Provincial People's Committee has requested infrastructure investors to urgently complete the centralized wastewater treatment system and put it into operation as soon as possible. This is one of the key solutions to reduce pollution for the canals receiving the discharge source.

Along with the handling of violations, the province also pays special attention to dredging and clearing the flow of canals and streams. Areas with serious sedimentation such as Ranh, T1, T5, T6, T7, 1000 canals, etc. are given priority in capital allocation for dredging, ensuring clear flow, serving agricultural production, daily life and irrigation regulation.

Take samples to test water quality, thereby assessing and identifying sources of pollution.

One of the effective directions in the management of the province's surface water environment is to promote the monitoring, forecasting and warning of water quality. According to the results of the monitoring periods in the period of 2021-2024, at many locations such as Thay Cai, An Ha, T1, Ranh and 1000 canals, pollution parameters such as BOD5, COD (organic matter), Ammonium, Phosphate (nutrients) all exceed the QCVN 08:2023/BTNMT standard - level A2 by 2-6 times. Although it has not exceeded the threshold causing serious danger, if it continues, it will negatively impact the ecosystem and human health.

The province has directed relevant agencies to set up warning systems in high-risk areas and limit the direct use of surface water when pollution levels exceed the limit. In addition, propaganda to raise public awareness is also regularly carried out through mass media, mass organizations and the grassroots government system.

Local authorities encourage people to participate in monitoring waste discharge activities and promptly report violations to authorities. Promoting the role of the community not only helps detect violations early but also contributes to forming environmentally friendly living habits in society.

Protecting surface water resources is being identified as one of the key tasks in the sustainable development strategy. Not only tightening management, the province also sets a higher goal: Building green - clean - safe industrial zones and clusters.

With the synchronous participation of the entire political system, the close coordination between the government, businesses and people, the province is gradually and effectively controlling the pollution of surface water sources. This is not only an immediate task but also a long-term journey towards the goal of economic development combined with environmental protection - an important foundation for the green, sustainable future of the province in the coming years./.
