The Governor of the State Bank of Vietnam (SBV) has just issued Official Dispatch No. 01/CD-NHNN requesting units under the SBV, credit institutions (CIs), foreign bank branches (foreign bank branches), and payment intermediary service providers to strengthen measures to ensure a healthy, safe, and economical Lunar New Year celebration.
Notably, the State Bank requires units to best focus resources on organizing the operation of the National Interbank Electronic Payment System, the National Financial Transaction Switching and Electronic Clearing System, the Payment System of credit institutions, and payment intermediary service providers, ensuring that the systems operate continuously, stably, safely, and smoothly, meeting the increased payment demand before and during Tet;
Strengthen the implementation of operational monitoring measures and technical solutions to ensure security, safety of payment systems and security of customer information data.

Units must organize well the work of regulating, circulating and supplying cash, meeting the cash demand of the economy in terms of both value and denomination structure during Tet; ensure security and safety of treasury and the work of preventing and combating crimes in the monetary and banking sector;
Credit institutions and branches of foreign banks shall effectively implement the provision of foreign exchange services, foreign currency collection and exchange to meet the needs of foreign tourists; strengthen coordination in inspection, promptly detect and strictly handle violations in the purchase and sale of foreign currency, gold and currency exchange not in accordance with the law.
Strengthen measures to ensure security, safety, fire prevention, natural disasters, and terrorism before Tet holidays; strengthen security protection, safety of headquarters, transaction offices, assets, vaults and banking operations, especially in remote areas far from residential areas; arrange staff on duty to promptly handle situations arising during Tet, ensuring smooth and convenient operations.
The State Bank also requires units not to organize visits, New Year greetings, or give gifts to leaders of agencies and units at all levels; to practice thrift and combat waste; not to attend pagodas or festivals if not assigned; not to participate in superstitious activities; not to use the state budget, vehicles, or public assets to attend festivals or personal activities during Tet and festivals...
The State Bank of Vietnam requires the Directors of the State Bank branches in provinces and cities to directly direct and be responsible to the Governor for the supply of cash to credit institutions, foreign bank branches, and the State Treasury in the area, ensuring smooth cash circulation, absolutely not allowing any delay or postponement of payment.
At the same time, strengthen the direction and inspection of units: Strictly implement regulations and procedures on counting, receiving, preserving cash, valuable assets, valuable papers and cash supply in the area; Ensure that cash disbursements must be made according to a reasonable structure of denominations; Proactively grasp the situation of cash receipts and disbursements in the area, promptly handle situations that occur when there is a large demand for cash withdrawals concentrated around Tet;
Strengthen surprise inspections and strictly handle cases where transaction offices and branches let ATMs run out of money or are not working due to subjective errors of the bank...
Credit institutions and foreign bank branches must closely monitor the cash receipts and disbursements in the system to promptly have a solution to fully meet customers' cash needs before, during and after Tet; have a plan to arrange staff to provide essential payment services to serve people stably, safely and smoothly;
Increase vigilance against criminal methods and tricks and coordinate with authorities in preventing and stopping risks in electronic payments, bank card payments and ATM operations.
Vietnam National Payment Joint Stock Company (Napas) needs to coordinate with member units to proactively forecast payment needs through Napas payment systems to develop plans to promptly respond to incidents and situations that arise, ensuring the system operates stably and smoothly 24/7.
Payment intermediary service providers must ensure that payment activities take place safely and in accordance with regulations during Tet; arrange personnel to be on duty, review, inspect, and ensure readiness of incident response plans and scenarios and backup for information systems; closely monitor, supervise, and promptly handle errors and incidents to ensure that the transaction system operates stably, safely, and continuously...
